Book excerpt: As perennial famine and material shortages call into question the tenability of North Korea's military-authoritarian government, the international community has struggled to reconcile contradictory humanitarian, economic, and political goals in formulating foreign policy and aid responses to the secretive Pyongyang regime. In a historical analysis drawing heavily on primary sources, Lee attacks the problem at its root: the assumption of policy-makers that Pyongyang's belligerence and intractability is an attempt to secure autonomy and national legitimacy in the eyes of the world. Rather, Lee argues, close review of the available evidence demonstrates convincingly that forced reunification with South Korea is the only discernible goal of the Pyongyang government, and that the key strategy of the reunification program is a war of attrition against the U.S. military presence in the South. Lee begins with a summary history, and moves on to examine the formation of the North Korean communist state in the wake of World War II. The implementation of state programs in the 1950s and 1960s follows, including the drive towards industrialization, the emergence of the Juche ideology, and collectivization of agriculture. Remaining chapters focus on the recent history of North Korea, and offer concluding analysis and remarks.

Despite the existence of a socialist party and what would seem to be the right conditions for development, the Korean socialist tendency has failed to become a meaningful force in politics. This book explores why and under what conditions Korean socialism has failed to develop into a social democrat movement in the post-war period. Within the context of the integration of structural and agency factors, it goes beyond the generally accepted view that the left failed because of suppression by the state and proffers that the real reason why socialism failed lay with its inability to develop beyond revolutionary socialism and build a more pragmatic social democracy that could develop a broad alliance within Korean society. The regime in North Korea exhibits three characteristics: it is a totalitarian dictatorship governed by the sole leadership of the suryǒng , who stands above the Workers’Party of Korea (WPK) and the state; the regime, as one of the world’s most highly centralized and planned economies, has advocated self-reliance and the monopoly of all means of production by the state and cooperative organizations; and the state uses the concept of Grand Socialist Family which requires absolute obedience of people to the suryǒng , who is considered the father of a family. These traits engendered a peculiar form of social structure unprecedented in any other socialist country. As it had to do under Kim Jong-il, North Korea under Kim Jong-un must engage in some degree of reform and opening to improve its economy and ensure the regime’s survival. Gorbachev's cautious withdrawal of support for North Korea and his establishment of ties with South Korea have created a need for a new research agenda exploring how communism and capitalism in Asia can be successfully restructured or redirected in a new world order. Focused on systemic issues, this book is the first study to attempt a comprehensive analysis of social and economic development in modem Korea as a whole. As a homogeneous nation artificially divided by the competing ideologies of the Cold War, Korea provides a unique laboratory for comparing divergent development processes undertaken by conflicting social systems. Current theories of Third World development have advocated either capitalist models of modernization or have called for the establishment of self-reliant socialist economies cut off from the world capitalist system. While capitalist South Korea has consistently outperformed Communist North Korea since the mid-1970s, development has not yet brought a fully evolved West-em-style democracy in its wake. "Self-reliant" North Korea achieved successful growth during its first fifteen years, but has since been faced with numerous structural limitations on sustained development, including severe restrictions on political freedom and civil liberties. In the author's view, the experience of the two Koreas suggests that the solution to underdevelopment must be based on the realization that exclusionary theories need modification in the light of special historical and sociological circumstances peculiar to individual nations. This volume offers a valuable interpretation of modem Korean history and constitutes an important contribution to the comparative study of capitalism and communism in practice. It will be of particular interest to specialists in international relations and comparative political systems.
