I would warn the reader that the descriptions of various Socialist systems given in the present book are necessarily very summary and incomplete and need to be supplemented. It is not my purpose to give a complete exposition of Socialist theory, nor would that be possible within the limits of a small volume. All that I have been able or have tried to do is to touch on the various theories merely in their relation to the particular question of personal liberty. Libertarian Socialism. It is not my purpose to plan out in detail a complete social system. Apart from the fact that such a task would involve several volumes, whereas I have only a few pages, I do not believe it to be possible. The details of the new social order can be worked out only in practice; they cannot be settled in advance. All that one can do is to suggest the broad lines on which a Socialist society should be ordered, so as to secure for each individual the maximum of liberty, or rather the minimum of constraint. The first and most important means of production is the land, for without it nobody could exist or produce at all. Its socialisation is," therefore, the first and most important of socialisations. Libertarian Socialists would effect it by the simple process of expropriating the economic rent, which would be collected by the community instead of by the land-owners. This is a change that might be effected by constitutional methods and it is astonishing that, although land nationalisation is included in the programme of the Labour Party, that party 122 insists on it so little and gives it no prominence in elections or public meetings. Indeed, one heard much more about land nationalisation twenty or thirty years ago than one does now. It has been put in the background in favour of proposals of less importance from every point of view, and, in particular, from the point of view of bringing Socialism nearer.
