During the twentieth century, property rights in land suffered massive interference in Central and Eastern Europe. The promise of universal and formally equal rights of land ownership, ensuring predictability of social processes and individual autonomy, was largely not fulfilled. The national appropriation of property in the interwar period and the communist era represent an onerous legacy for the postcommunist (re)construction of a liberal-individualist property regime. However, as the scholars in this collection show, after the demise of communism in Eastern Europe property is again a major factor in shaping individual identity and in providing the political order and culture with a foundational institution. As such, reconstructing the ways the discourse of crisis functioned in various contexts and historical moments gives us a unique insight not only into a series of conceptual transformations, but also into the underlying logic of key political and intellectual controversies of the last two centuries. Studying the ways crisis was experienced, conceptualized, and negotiated can contribute to the understanding of how various visions of time and history shape political thinking and, conversely, how political and social reconfigurations frame our assumptions about temporality and spatiality. A historical region wedged in between various competing imperial centers, East Central Europe has been an area often associated with crisis phenomena by both internal and external observers. Seeking to employ the regional gaze as a vantage point to reflect on issues which are relevant well beyond those countries between the Baltic and the Adriatic, this project is also in dialogue with a number of recent transnational attempts to rethink political and intellectual history with regard to the recurrent epistemological frames that structure the political and cultural debate. The weight of established class relations, geography, lack of technological innovation, and wars kept the area from growing richer. In the nineteenth century the West exerted a powerful influence, but it was political more than economic. Nationalism and the creation of newly independent aspiring nation-states then began to shape national economies, often in unfavorable ways. One of this book's most important lessons is that while economics may limit the freedom of action of political players, it does not determine political outcomes. The authors offer no simple explanations but rather a theoretically complex synthesis that demonstrates the interaction of politics and economics.

Book excerpt: The hundred years between the revolutions of 1848 and the population transfers of the mid-twentieth century saw the nationalization of culturally complex societies in East Central Europe. This fact has variously been explained in terms of modernization, state building and nation-building theories, each of which treats the process of nationalization as something inexorable, a necessary component of modernity. Although more recently social scientists gesture to the contingencies that may shape these larger developments, this structural approach makes scholars far less attentive to the "hard work" (ideological, political, social) undertaken by individuals and groups at every level of society who tried themselves to build "national" societies. The essays in this volume make us aware of how complex, multi-dimensional and often contradictory this nationalization process in East Central Europe actually was. The authors document attempts and failures by nationalist politicians, organizations, activists and regimes from 1848 through 1948 to give East-Central Europeans a strong sense of national self-identification. They remind us that only the use of dictatorial powers in the 20th century could actually transform the fantasy of nationalization into a reality, albeit a brutal one. Pieter M. Judson is Associate Professor and Chair of the History Department at Swarthmore College. His book Exclusive Revolutionaries: Liberal Politics, Social Experience and National Identity 1848-1914 (Michigan, 1996) won the Herbert Baxter Adams Prize of the American historical Association in 1997 and the Austrian Cultural institute's book prize in 1998. Marsha L. Rozenblit is the Harvey M. Meyerhoff Professor of Jewish History at the University of Maryland, College Park. She is the author of The Jews of Vienna, 1867-1914: Assimilation and Identity (State University of New York Press, 1983) and Reconstructing a National Identity: The Jews of Habsburg Austria during World War I (Oxford University Press, 2001).

Projects of nation-state building and their representation in historiography and historical memory: Croatia, Germany, Poland and Ukraine in the twentieth century’. The project was conducted at the Institute of Political Studies of the Polish Academy of Sciences (PAN). The aim of the participants in the project, developed jointly by the Department of German Studies and the Department of History of Eastern Territories, was to provide a broad perspective on nation-building processes in Central Europe in the nineteenth and twentieth centuries and to determine the place of projects on population policy (social engineering) in these processes. The authors also analyse the role of the memory of these projects in developing nation states in this region of Europe in the second half of the twentieth century and contemporary times. The subjects analysed cover a broad spectrum of issues related to the emergence of modern states, demography, eugenics, racial hygiene, statistics, geography and specific policies – from supporting the birth of preferred groups to genocide. The book concerns both the development of modern societies and the problems of nationalism, racial ideology and the idea of ‘the body of the nation’.

Book excerpt: The communists of East Central Europe came to power promising to bring about genuine equality, paying special attention to achieving gender equality, to build up industry and create prosperous societies, and to use music, art, and literature to promote socialist ideals. Instead, they never succeeded in filling more than a third of their legislatures with women and were unable to make significant headway against entrenched patriarchal views; they considered it necessary (with the sole exception of Albania) to rely heavily on credits to build up their economies, eventually driving them into bankruptcy; and the effort to instrumentalize the arts ran aground in most of the region already by 1956, and, in Yugoslavia, by 1949. Communism was all about planning, control, and politicization. Except for Yugoslavia after 1949, the communists sought to plan and control not only politics and the economy, but also the media and information, religious organizations, culture, and the promotion of women, which they understood in the first place as involving putting women to work. Inspired by the groundbreaking work of Robert K. Merton on functionalist theory, this book shows how communist policies were repeatedly undermined by unintended consequences and outright dysfunctions.

Covering twenty national cultures and languages, the ensuing work goes beyond the conventional nation-centered narrative and offers a novel vision especially sensitive to the cross-cultural entanglement of discourses. Devising a regional perspective, the authors avoid projecting the Western European analytical and conceptual schemes on the whole continent, and develop instead new concepts, patterns of periodization and interpretative models. At the same time, they also reject the self-enclosing Eastern or Central European regionalist narratives and instead emphasize the multifarious dialogue of the region with the rest of the world. Along these lines, the two volumes are intended to make these cultures available for the global 'market of ideas' and also help rethinking some of the basic assumptions about the history of modern political thought, and modernity as such. The first volume deals with the period ranging from the Late Enlightenment to the First World War. It is structured along four broader chronological and thematic units: Enlightenment reformism, Romanticism and the national revivals, late nineteenth-century institutionalization of the national and state-building projects, and the new ideologies of the fin-de-siècle facing the rise of mass politics. Along these lines, the authors trace the continuities and ruptures of political discourses.
