Kilby The prisoners of the State were, most of them, employed on the convict lease system which was condemned by your self and by two successive legislative committees in 1918 and 1919 as being inhuman and cruel, beyond expression. Most of the convicts were employed in coal mines, without the protection of guards employed by the State. The pris oners occupied rude barracks constructed by the leasing companies. The buildings were old and unfit for use. The prisoners slept on wooden, swinging bunks suspended from the ceiling, with thin husk mattresses and no springs. The bedding was dirty and abominable. The dormitories were overcrowded and badly ventilated. The food was badly cooked and served and lacked sufficient variety. The pris oners presented a wretched and neglected appearance. Book excerpt: When the deplorable conditions in Alabama's prisons were revealed at trial in 1975, Judge Frank Johnson declared the prison system as a whole to constitute cruel and unusual punishment in violation of the eighth amendment. He then issued an elaborate decree specifying improvements that must be made to satisfy constitutional standards. In this study, Larry W. Yackle describes the campaign to achieve prison reform in Alabama through constitutional litigation in the federal courts and surveys the process that produced Johnson's decree, and subsequent efforts to enforce his order in the face of bureaucratic inertia, administrative incompetence, and political demagogy. A decade later, the prisons showed significant physical improvements, but Alabama's resistance to progressive penal policies remained intact and impeded lasting change. Book excerpt: Focusing on Alabama's textile industry, this study looks at the complex motivations behind the "whites-only" route taken by the Progressive reform movement in the South. In the early 1900s, northern mill owners seeking cheaper labor and fewer regulations found the South's doors wide open. Children then comprised over 22 percent of the southern textile labor force, compared to 6 percent in New England. Shelley Sallee explains how northern and southern Progressives, who formed a transregional alliance to nudge the South toward minimal child welfare standards, had to mold their strategies around the racial and societal preoccupations of a crucial ally--white middle-class southerners. Southern whites of the "better sort" often regarded white mill workers as something of a race unto themselves--degenerate and just above blacks in station. To enlist white middle-class support, says Sallee, reformers had to address concerns about social chaos fueled by northern interference, the empowerment of "white trash," or the alliance of poor whites and blacks. The answer was to couch reform in terms of white racial uplift--and to persuade the white middle class that to demean white children through factory work was to undermine "whiteness" generally. The lingering effect of this "whites-only" strategy was to reinforce the idea of whiteness as essential to American identity and the politics of reform. Sallee's work is a compelling contribution to, and the only book-length treatment of, the study of child labor reform, racism, and political compromise in the Progressive-era South.
