Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Selected on the basis of their contrasting profiles in terms of legal regulation, industrial relations, systems of collective bargaining, coverage of collective agreements, and differing rates of the GPG, the in-depth study provides important insights into the main issues underlying the problem of reducing the gender pay gap which have led to guidelines in the negotiation of arrangements on GPG-related issues. Based on a unique comparative, interdisciplinary and action-oriented esearch project, it will be of great interest to all researchers and advanced students with an interest in women’s representation in the workforce and the gender pay gap, as well as practitioners and policy makers in organisations such as trade unions and employers’ associations.

Its aim is to bring the level of sophistication achieved in an earlier literature on neo-corporatism to the more contemporary phenomenon of 'social pacting'. The book brings a wide range of complementary theories to bear on the emergence, evolution and institutionalization of pacts, compares systematically a wide range of cases across Europe, and provides in-depth studies of Ireland, Italy, Portugal, Spain, the Netherlands, and Slovenia. The book contributes to the scholarly debate on economic adjustment and institutional change in European capitalism by focusing on three inter-related questions: (i) what explains national variation in reliance on social pacts; (ii) what determines the outcomes of individual pact negotiations; and (iii) under what conditions are pacts repeated and become regular features of socio-economic governance? Book excerpt: This report investigates the involvement of the national social partners in the design and implementation of reforms and policies in the context of the European Semester and country-specific recommendations 2017–2018. In line with previous reports on the same theme, it also analyses the quality of the involvement of the social partners in elaborating the national reform programmes. The report assesses the timeliness and depth of this involvement in the respective national processes to implement reforms. Using examples of reforms implemented since 2017, the report also compares social partners’ involvement in 2018 with that in the former European Semester cycle. Overall, the picture that emerges is one of a stable, effective performance in most Member States, although some countries in which social dialogue has been deemed unsatisfactory show limited progress; in some other Member States, emerging issues and gaps may undermine the effectiveness of social dialogue.
