Book excerpt: Before the 2011 uprisings, the Middle East and North Africa were frequently seen as a uniquely undemocratic region with little civic activism. The first edition of this volume, published at the start of the Arab Spring, challenged these views by revealing a region rich with social and political mobilizations. This fully revised second edition extends the earlier explorations of Egypt, Morocco, Lebanon, Saudi Arabia, and Turkey, and adds new case studies on the uprisings in Tunisia, Syria, and Yemen. The case studies are inspired by social movement theory, but they also critique and expand the horizons of the theory's classical concepts of political opportunity structures, collective action frames, mobilization structures, and repertoires of contention based on intensive fieldwork. This strong empirical base allows for a nuanced understanding of contexts, culturally conditioned rationality, the strengths and weaknesses of local networks, and innovation in contentious action to give the reader a substantive understanding of events in the Arab world before and since 2011.

In Women's Activism and New Media in the Arab World, Ahmed Al-Rawi discusses and maps out new feminist movements, organizations, and trends, assessing the influence of new media technologies on them and the impact of both on the values and culture of the Middle East. Due to the participation of many women in the events of the Arab Spring, he argues, a new image of Middle Eastern women has emerged in the West. As a result of social media, women have generally become more effective in expressing their views and better connected with each other, yet at the same time some women have been inhibited since many conservative circles use these new technologies to maintain their power. Overall, however, Al-Rawi argues that social media and new mobile technologies are assisting in creating changes that are predominately positive. Often assisted by these new technologies, the real change makers are women who have clear agencies and high hopes and aspirations to create a better future for themselves.

Book excerpt: This collective volume contributes to the conceptual understanding of Arab youth and their relationship to politics by making explicit how civic engagement in seemingly ‘apolitical’ fields can be conceived as a form of political activism. In speaking with Algerian, Tunisian, Lebanese, and Syrian youth civic activists who also participated in their country’s uprisings in 2011 or 2019, what is striking is their own insistence on the continuity between direct political protest and their civic engagement. Yet at the same time, these activists almost universally qualify their civic engagement as expressly ‘apolitical’. Such reflections beg two questions: how do youth understand the notion of ‘apolitical’ engagement, and on what premise do they see continuity between political protest and so-called ‘apolitical’ civic engagement? To answer these questions, the studies draw on the analytical tools of practice theory, reconceptualizing ‘youth’ as a generational practice of politics, meaning a ‘competent performance’ of shared knowledge and understandings of what constitutes politics and the political. In conceiving of youth in these terms, this unorthodox collection – representing multidisciplinary and multilinguistic research and blending theoretical and practitioner perspectives – is able to bring to the fore how youth comprehend and indeed dichotomize their collective action with ‘politics’. Despite existing research on this subject, there is still no consensus on the importance of social media and online platforms, or on how we are to understand their influence. This book provides empirical analysis of the day-to-day use of online platforms by activists in Egypt and Kuwait. The research evaluates the importance of online platforms for effecting change and establishes a specific framework for doing so. Egypt and Kuwait were chosen because, since the mid-2000s, they have been the most prominent Arab countries in terms of online and offline activism. In the context of Kuwait, Jon Nordenson examines the oppositional youth groups who fought for a constitutional, democratic monarchy in the emirate. In Egypt, focus surrounds the groups and organizations working against sexual violence and sexual harassment. Online Activism in the Middle East shows how and why online platforms are used by activists and identifies the crucial features of successful online campaigns. Egypt and Kuwait are revealed to be authoritarian contexts but where the challenges and possibilities faced by activists are quite different. The comparative nature of this research therefore exposes the context-specific usage of online platforms, separating this from the more general features of online activism. Nordenson demonstrates the power of online activism to create an essential 'counterpublic' that can challenge an authoritarian state and enable excluded groups to fight in ways that are far more difficult to suppress than a demonstration.

Democracy and recognition of human rights and fundamental freedoms seem to be the main drives of the people organized in form of civil groups or grassroots movements in the Arab Spring countries; but it is essential to identify when they find it suitable to take such extreme action as taking the streets in an attempt to take down the repressive regimes. It is also important to investigate what methods they relied on in their action and how they challenged the state and the government. A review of the cases in this volume shows that civil society has certain limitations in its action. Analysis of the cases also challenges a commonly held assumption that the Arab world does not have strong and rich civil society tradition. However, for a lasting success and consolidation of democracy, something more than civil society action is obviously needed. A strong organized opposition and a democratic culture seems to be indispensable elements for the evolution of a democratic order and tradition.
