Named after its leader Fethullah Gülen, the movement has established more than 1,000 secular educational institutions in over 140 countries, aiming to provide holistic education that incorporates both spirituality and the secular sciences. Despite the movement's success, little is known about how its schools are run, or how Islam is operationalized. Drawing on thirteen months of ethnographic fieldwork in Turkey, Tittensor explores the movement's ideo-theology and how it is practiced in the schools. His interviews with both teachers and graduates from Africa, Indonesia, Central Asia, and Turkey show that the movement is a missionary organization, but of a singular kind: its goal is not simply widespread religious conversion, but a quest to recoup those Muslims who have apparently lost their way and to show non-Muslims that Muslims can embrace modernity and integrate into the wider community. Tittensor also examines the movement's operational side and shows how the schools represent an example of Mohammad Yunus's social business model: a business with a social cause at its heart. Karen Barkey shows how Turkish strategies of incorporating peasants and rotating elites kept both groups dependent on the state, unable and unwilling to rebel. Bandits, formerly mercenary soldiers, were not interested in rebellion but concentrated on trying to gain state resources, more as rogue clients than as primitive rebels. The state's ability to control and manipulate bandits—through deals, bargains and patronage—suggests imperial strength rather than weakness, she maintains. Bandits and Bureaucrats details, in a rich, archivally based analysis, state-society relations in the Ottoman empire during the sixteenth and seventeenth centuries. Exploring current eurocentric theories of state building, the author illuminates a period often mischaracterized as one in which the state declined in power. Outlining the processes of imperial rule, Barkey relates the state political and military institutions to their socal foundations. She compares the Ottoman route with state centralization in the Chinese and Russian empires, and contrasts experiences of rebellion in France during the same period. Bandits and Bureaucrats thus develops a theoretical interpretation of imperial state centralization through incorporation and bargaining with social groups, and at the same time enriches our understanding of the dynamics of Ottoman history.

Writing history “from the bottom”, by treating the Ottoman Empire and other countries as “subjects of history”, reduces the importance of political borders for doing historical research. Each social, economic and religious group had its own world-view and in most of the cases the borders of these communities were not identical with the political frontiers. Regarding the Ottoman Empire and the other early modern states as systems of different ecumenical communities rather than only as political units offers a different approach to a better understanding of the various ways in which their subjects interacted. In this context the term ecumenical community designates social, religious and economic groups building up cross-border communities. Different ecumenical communities overlapped within the boundaries of a state or in a specific area and gave them their distinctive characters. This festschrift for Suraiya Faroqhi aims to describe some of the close contacts between various ecumenical communities within and beyond the Ottoman borders.

Book excerpt: The 1570s marked the beginning of an age of pervasive piracy in the Mediterranean that persisted into the eighteenth century. Nowhere was more inviting to pirates than the Ottoman-dominated eastern Mediterranean. In this bustling maritime ecosystem, weak imperial defenses and permissive politics made piracy possible, while robust trade made it profitable. By 1700, the limits of the Ottoman Mediterranean were defined not by Ottoman territorial sovereignty or naval supremacy, but by the reach of imperial law, which had been indelibly shaped by the challenge of piracy. Piracy and Law in the Ottoman Mediterranean is the first book to examine Mediterranean piracy from the Ottoman perspective, focusing on the administrators and diplomats, jurists and victims who had to contend most with maritime violence. Pirates churned up a sea of paper in their wake: letters, petitions, court documents, legal opinions, ambassadorial reports, travel accounts, captivity narratives, and vast numbers of decrees attest to their impact on lives and livelihoods. Demonstrating the diversity of experiences in non-dynastic female-agency in the early-modern Ottoman world, Life After the Harem shows how these evolving relationships had widespread implications for multiple parties, from the manumitted female palace slaves, to the imperial court, and broader urban society. In so doing, İpşirli Argıt offers not just a new way of understanding the internal politics and dynamics of the Ottoman imperial court, but also a new way of understanding the lives of the actors within it.
