Book Panchayat Raj in India

Download or read book Panchayat Raj in India written by R. P. Joshi and published by . This book was released on 2002 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Panchayati Raj, as a system of governance at the grass roots level in rural India, has been rightly conceived as the most viable and proper mechanism of realizing the goals of democracy and decentralization. The current debate is not on its desirability but on strengthening it by identifying its weaknesses and taking care of the lacunae which are still there in spite of its constitutionalization through the historical 73rd Constitution Amendment Act. Likewise, empowerment of women and weaker sections, through a well-devised system of reservation, has not only brought about a change in the socio-political culture of these sections of society but has also led to a virtual transformation of the rural scene where people have increasingly become aware of their rights and have started demanding their share in power. In fact, rural India today has become the embodiment of a new revolution which seeks to provide direction to the polity thereby making democracy and decentralization vibrant and feasible for those who deserve it ."

Book excerpt: The UN Millennium Development Goals (MDGs) reflect widespread international acknowledgement that empowerment of women and the achievement of gender equality are matters of human rights and social justice. Today gender disparity and empowerment have come to occupy the centre stage of development debate. Since, independence a number of legislative enactments have helped alleviate the status of women in India but still a lot remains to be achieved. The place and status of women in decision making apparatus needs to be evaluated and empowerment strategies formulated. The enactment of 73rd Amendment Act was a major step towards women s empowerment. The problem of participatory management of welfare schemes can be solved only when the marginalised section of the society come to play a major role in decision making. The scheduled castes in general and the scheduled castes women in particular, continue to lead a life of misery and deprivation. Even though seats have been reserved in favour of SCs women but very little has changed at the ground level. This book is an outcome of a study conducted in Haryana and focuses on the status and participation of scheduled castes women in decision making institutions at the local level i.e. Panchayati Raj Institutions. A number of factors have been identified, which help in understanding the problems in a proper perspective. The case studies, which form part of the book, have made this book very valuable. In short this bok helps in undestanding the various issues at stake due to which the scheduled castes women continue to remain out of decision making institutions at the local level. This book is useful to policy planners, administrators, researchers and students of Decentralized Governance and Gender Justice.

Book Panchayati Raj and Reservation Policy

Download or read book Panchayati Raj and Reservation Policy written by B. M. Sharma and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The most important feature of India's 73rd Constitutional Amendment is to facilitate social change and social justice among the marginalised sections of society with the help of reservations. The reservation makes Panchayati Raj institutions more participatory and representative. All sections of rural society are represented, and local institutions seem more democratic. Reservations have not only inducted these deprived groups to enter into the ruling segment, but has ensured them a life of dignity. Women are actively participating in the meetings of Panchayati Raj bodies and their views are given due significance in the policy-making process. The present study is an empirical survey based on primary data and information. The two Zila Parishads, namely Jaipur and Sikar, have been selected for this field study. The book will interest teachers, researchers, NGOs, policy makers, and development practitioners.
