The most potent factor in this evil change was the new thirst and passion for wealth which appeared amid the morbid conditions of the life of the people after the great con ict. Under the in uence of this all-absorbing ambition the moral administration of the local communities was to a great extent abandoned, and it has never been resumed. Multitudes of citizens, relinquishing the warfare against dis order into which all true men are born, devoted their pow ers wholly to the acquisition of wealth, and this pursuit soon became a mad struggle for success and pre-eminence which produced unwholesome intellectual and social condi tions still everywhere prominent in the national character and life. Here was the source and birth of American socialism. It is the fashion to assert that socialism in this country is of foreign origin, and this notion is a comfort to many persons, but the socialism which is most vital and dynamic among us to-day is the growth of our own soil. It had its origin in the changes in thought, feeling and action produced by the rise of an over-mastering desire for wealth which has weakened all properly social motives and e brts, diminished civic patriotism, and in a great measure destroyed the sense of a Spiritual and moral community. The industrial revolution had brought forth great opportunities for progress - more production, more profit, more work. It also carried in its wake frequent loss of skills, monotony of mass production, long hours of toil, dismal working conditions, and the stench of industrial slums. The farm had had horrible conditions too but not in such concentrated doses. What to do perplexed many sensitive individuals early in the nineteenth century as in the years following. Must poverty go hand in hand with progress? To some, the answer was in the affirmative. To many members of the laissez faire school of economics, it was a dismal but nonetheless clear fact that there was only a fixed amount of money available for wages for workers; to give them more would only permit them to'propagate more, which in turn would inevitably create greater pressure on the already limited amount of funds available. Consequently, one would only pay them enough to subsist. Other members Of the laissez-faire school of economics painted a more optimistic picture of the lot of the worker - that the law of supply and demand working freely in the market place would, in the long run, all other things being equal, help the worker. In the latter part of the nineteenth century, this approach took on a Darwinian flavor. The Social Darwinists, as this group was called, argued that the best rise to the top and that the dregs settle on the bottom. Therefore, do not help those at the bottom. If they are good, they will rise. If not, they are getting what they deserve. DO not send to know for whom the bell tolls, preached the Social Darwinist. It tolled for whom it Should. Book excerpt: Excerpt from Social Case Workers and Better Industrial Conditions: Paper Read Before the Division on the Family of the National Conference of Social Work, May, 1918 What I have to say rests on the premise that the soundest kind of reform, whether industrial or any other, is that based upon informed public opinion; that in a democracy, at least, where the people determine public policy and action, if advances are to be at all permanent, they must be grounded in popular understanding of their value. In an earlier draft of this paper I included a few paragraphs in support of that premise, but, because of the shortness of the time, I omit them now, for I think we may safely assume agreement on this principle. If any need further argument, I invite you to read the papers of the Division on the Promotion of Social Programs presented at the last two sessions of the National Conference of Social Work, especially the convincing address by Mr. Allen T. Burns at the Indianapolis meeting. If, then, we can assume this premise, it follows that one, if not the chief or only, means to sound reform is through the education of the public; and it follows further that one, at least, of the best ways in which the case worker can make his knowledge contribute to industrial reform is through its educational use. In general, two broad avenues of opportunity for teaching are open to him. The first is teaching through the use of individual cases; and the second, teaching through the use of massed cases or massed facts. Both seem to me to have great value, and to give the case worker chances to make rare contributions to social reform.
