Zana Gulmohamad explains how the federal government of Iraq and Kurdistan Regional Government (KRG) have functioned and worked together since toppling Saddam to reveal in granular detail the complexity of their foreign policy making. The book shows that the ruling elites and political factions in Baghdad and in the capital of the Kurdistan Region, Erbil, create foreign policies according to their agendas. The formulation and implementation of the two governments' foreign policies is to a great extent uncoordinated. Yet Zana Gulmohamad places this incoherent model of foreign policy making in the context of the country's fragmented political and social context and explains how Iraq's neighbouring countries - Iran, Turkey, Saudi Arabia and Syria before the civil war - have each influenced its internal affairs. The book is the first study dedicated to the contemporary dynamics of the Iraqi state - outside the usual focus on the “great powers” - and it explains exactly how Iraqi foreign policy is managed alongside the country's economic and security interests.

This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

Book excerpt: This report aims to shed light on the key actors, processes and narratives that are shaping Iraq's foreign policy behavior and options, at a time when the country is seeking to emerge from international sanctions and resume a more normal role in international affairs, but is also facing intensifying domestic divisions over its position in a Middle East region that is increasingly polarized along pro-Iranian or pro-Gulf lines. The analysis draws on a series of first-hand interviews conducted in Iraq (Baghdad, Erbil and Suleimaniya) in 2012-13, as well as two expert-level workshops and interviews in London and Washington with a variety of Iraqi and other diplomats, politicians, analysts, historians and civil society voices. Iraq's foreign relations are increasingly intertwined with the country's own divisions, and the increasing polarization of key Middle Eastern countries over Syria threatens to escalate Iraq's internal crisis. Syria has become the most divisive foreign policy issue facing Iraq, with little consensus on how to respond to the conflict. To protect against the risk of spillover from Syria, Iraq's political groupings must develop at least a basic agreement on their strategic response to the conflict. Western governments should caution their allies in the Gulf that the exploitation of sectarian discourses will have toxic effects that could last for at least a generation.

Book excerpt: From a political, economic and social perspective, what happens in Iraq will have to be closely watched by the countries in the Gulf Region and the broader Middle East. If Iraq becomes a stable, prosperous democracy, it could potentially exert a powerful and positive influence upon the region. However, if Iraq descends into chaos, the consequences would most certainly be disastrous. It is evident that events in Iraq will impact its neighbors. Internal security and stability are the sine qua non of Iraqi reconstruction. It is, however, contended that the need for specialist skills in basic infrastructure services, such as policing and machinery repair, supercede that of military armament. Only, security is a prerequisite to entice foreign capital, as in institutional stability and transparency. Meanwhile, sabotage continues to exacerbate the situation and delay reconstruction. Large oil companies have made it clear that they seek stabilization and a legitimate Iraqi government that has the mandate and longevity to sign long-term agreements. They also seek clarity on Iraqi fiscal plans. With the gradual opening of Iraq's oil industry, companies will be looking to Iraq to allocate funds. Thereby, competition should increase. Accordingly, OPEC will eventually need to revisit their strategy. Sovereignty, legitimacy, authority, accountability, and Iraqi national interests are, thus far, only theories and aspirations. Short term tactical goals differ from long term strategic gains. It remains to be seen which and what will prevail. Of all the unknown, Iraq will presumably remain somewhat divided along sectarian lines. Shiite Islamist parties stand a very good chance of achieving political dominance in Iraq. Then again, the rule of law and civil society institutions may take root, setting a precedent. Thereby, two principal scenarios could unfold in the Gulf region. One may lead to a peaceful environment of cooperation and progress, which would foster a reduction in regional defense expenditures and a greater focus on trade and economic development. Another scenario would be a continued environment of insecurity and tension. This hinges mainly upon the decision whether Iran opts to develop a nuclear weapons program. This would likely draw the Gulf states towards further military mobilization and escalation. In this event, Iraq may eventually build a huge modern army and attempt to acquire a nuclear capability of its own.

Book excerpt: Does the spread of democracy really contribute to international peace? Successive U. S. administrations have justified various policies intended to promote democracy not only by arguing that democracy is intrinsically good but by pointing to a wide range of research concluding that democracies rarely, if ever, go to war with one another. To promote democracy, the United States has provided economic assistance, political support, and technical advice to emerging democracies in Eastern and Central Europe, and it has attempted to remove undemocratic regimes through political pressure, economic sanctions, and military force. In Electing to Fight, Edward Mansfield and Jack Snyder challenge the widely accepted basis of these policies by arguing that states in the early phases of transitions to democracy are more likely than other states to become involved in war. Drawing on both qualitative and quantitative analysis, Mansfield and Snyder show that emerging democracies with weak political institutions are especially likely to go to war. Leaders of these countries attempt to rally support by invoking external threats and resorting to belligerent, nationalist rhetoric. Mansfield and Snyder point to this pattern in cases ranging from revolutionary France to contemporary Russia. Because the risk of a state's being involved in violent conflict is high until democracy is fully consolidated, Mansfield and Snyder argue, the best way to promote democracy is to begin by building the institutions that democracy requires—such as the rule of law—and only then encouraging mass political participation and elections. Readers will find this argument particularly relevant to prevailing concerns about the transitional government in Iraq. Electing to Fight also calls into question the wisdom of urging early elections elsewhere in the Islamic world and in China.

Book excerpt: Policing Iraq chronicles the efforts of the Kurdistan Regional Government of Iraq to rebuild their police force and criminal justice system in the wake of the US invasion. Jesse S. G. Wozniak conducted ethnographic research during multiple stays in Iraqi Kurdistan, observing such signpost moments as the Arab Spring, the official withdrawal of coalition forces, the rise of the Islamic State, and the return of US forces. By investigating the day-to-day reality of reconstructing a police force during active hostilities, Wozniak demonstrates how police are integral to the modern state’s ability to effectively rule and how the failure to recognize this directly contributed to the destabilization of Iraq and the rise of the Islamic State. The reconstruction process ignored established practices and scientific knowledge, instead opting to create a facade of legitimacy masking a police force characterized by low pay, poor recruits, and a training regimen wholly unsuited to a constitutional democracy. Ultimately, Wozniak argues, the United States never intended to build a democratic state but rather to develop a dependent client to serve its neoimperial interests.

It begins with an overview of the political changes that have been under way since the invasion, with a focus on conflict and political violence, the debate over the nation-state and the dynamics of a political transition weighed down by the legacies of dictatorship and occupation. The report discusses Iraq's domestic politics, foreign policy and relations with regional and international powers, as well as the impact that the regime change has had on perceptions of democracy, Middle Eastern authoritarianism and the role of Western intervention in the region. Iraq has undergone a transition from a purely authoritarian system to one with an elected government. However, the levers of power used by the previous regime - organized violence, oil-funded state patronage and the use of communal differences for 'divide and rule' strategies - remain crucial factors in the country's politics. Iraq's primary foreign policy preoccupation has been re-establishing sovereignty, and negotiating an end to the US occupation and seeking to end the country's UN Chapter VII status. However, factional divisions and the perceived weakness of state institutions mean there are significant incentives for neighboring states to seek to influence the foreign and domestic policies of a country that has always had a major impact in the region. Iran is undoubtedly the most influential external player in domestic Iraqi affairs, though not the only one. For its part, Iraq wants to balance its relations with Tehran and its partnership with the United States while maximizing its autonomy from both. Navigating this complex combination of alliances places Iraqi decision-makers in an uncomfortable position, above all over Syria, which poses serious risks to Iraq's own future. Three main scenarios are laid out in the final section: Syria's conflict becomes the main driver of political trends in Iraq as Iraqi factions take increasingly polarized positions on Syria and pursue diametrically opposed policies in supporting the warring sides with money and fighters. Iraq becomes more resilient, resisting efforts by Al-Qaeda and others to exacerbate sectarian tensions, and hedging its bets on Syria. Iraqis remain fractious and disunited, avoiding state collapse but continuing to be heavily influenced by the agendas of competing regional powers. Although Iraq embarked on a political transition ten years ago, it is by no means exempt from the demographic, political and economic drivers that underlay the Arab uprisings. Over time it will become harder for the political elite to blame the legacy of dictatorship, sanctions and war for the country's problems. But it is as yet unclear to what extent future regional interactions, including Iraq's relations with the rest of the Middle East, will be defined by competitive ethno-sectarian identity politics or by the sense of common aspirations that was articulated in the early days of the Arab uprisings.
