In this book, the authors offer a critique of the Chilean transition and of the Aylwin electoral regime, analyzing the linkage between political compromises made prior to the civilians’ assumption of power and the choice of socioeconomic policy in the post-electoral period. They argue that the decisive factor underlying the Chilean transition is the contrast between the legal-political changes and socioeconomic and institutional continuities, a contrast that perpetuates the vast inequalities of wealth and power generated under Pinochet’s sixteen-year-old military dictatorship. They also challenge the myth of the “Chilean miracle ̳the purported success of neoliberal policies in promoting sustained growth and social justice—and therefore in laying the basis for long-term social harmony and enduring political stability.

Book excerpt: Chile emerged from military rule in the 1990s as a leader of free market economic reform and democratic stability, and other countries now look to it for lessons in policy design, sequencing, and timing. Explanations for economic change in Chile generally focus on strong authoritarianism under General Augusto Pinochet and the insulation of policymakers from the influence of social groups, especially business and landowners. In this book Eduardo Silva argues that such a view underplays the role of entrepreneurs and landowners in Chile's neoliberal transformation and, hence, their potential effect on economic reform elsewhere. He shows how shifting coalitions of businesspeople and landowners with varying power resources influenced policy formulation and affected policy outcomes. He then examines the consequences of coalitional shifts for Chile's transition to democracy, arguing that the absence of a multiclass opposition that included captialists facilitated a political transition based on the authoritarian constitution of 1980 and inhibited its alternative. This situation helped to define the current style of consensual politics that, with respect to the question of social equity, has deepened a neoliberal model of welfare statism, rather than advanced a social democratic one.

Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.

Shifting government responsibility for social services and public resources to the private sector, reducing restrictions on foreign investment, and promoting free trade and export production, neoliberalism began during the Pinochet dictatorship and was adopted across Latin America in the 1980s. With the return of civilian government, the pursuit of justice and equity worked alongside a pact of compromise and an economic model that brought prosperity for some, entrenched poverty for others, and had social consequences for all. The authors, who come from the disciplines of cultural anthropology, history, political science, and geography, focus their research perspectives on issues including privatization of water rights in arid lands, tuberculosis and the public health crisis, labor strikes and the changing role of unions, the environmental and cultural impacts of export development initiatives on small-scale fishing communities, natural resource conservation in the private sector, the political ecology of copper, the fight for affordable housing, homelessness and citizenship rights under the judicial system, and the gender experiences of returned exiles. In the years leading up to the global financial meltdown of 2008, many Latin American governments, responding to inequities at home and attempting to pull themselves out of debt dependency, moved away from the Chilean model. This book examines the social costs of that model and the growing resistance to neoliberalism in Chile, providing ethnographic details of the struggles of those excluded from its benefits. This objective, which is deeply inherent in every human being and conse quently present under all conditions and in all parts of the world, is not weakened by temporary defeats or transient retreats. History proves this, and current events in many parts of the world fully confirm it. One of the areas in which this struggle for progress takes place most in tensively is economics. Here, clashes take place between the forces which work towards social progress, and those which oppose it and aim to maintain a sys tem of intolerable priveleges. The ideological and material resources available to the forces which attempt to restrain social progress are not small, and under given circumstances they overcome the forces by which the majority tries to realize a better future. This is expressed very clearly in the relationships which link the internal dynamics of social development with the great economic and political forces operating at the international level. Consequently, analysis of the social trans formation process in such countries as Chile, in the context of the political and economic reactions these processes unleach at the international level, is of key importance.
