Book excerpt: This book is formed by various chapters studying the manner in which conflicts, changes and ideologies appear in contemporary Hispanic discourses. The contributions analyze a wide variety of topics related to the manner in which ideological and epistemological changes of the 19th, 20th and 21st centuries are reflected in, and shape, Spanish language, literature, and other cultural expressions in both Spain and Latin America. The 19th century was conducive to various movements of independence, while, in Europe, radical changes of different types and in all contexts of life and knowledge occurred. Language was certainly affected by these changes resulting in new terminology and discourse strategies. Likewise, new schools of thought such as idealism, dialectic materialism, nihilism, and nationalism, among others, were established, in addition to new literary movements such as romanticism, evocative of (r)evolution, individualism and realism, inspired by the social effects of capitalism. Scientific and technological advances continued throughout the 20th century, when the women’s liberation movement consolidated. The notion of globalization also appears, simultaneously to various crises, despotism, wars, genocide, social exclusion and unemployment. Together, these trends give rise to a vindicating discourse that reaches large audiences via television. The classic rhetoric undergoes some changes given the explicit suasion and the absence of delusion provided by other means of communication. The 21st century is defined by the flood of information and the overpowering presence of mass communication; so much so, that the technological impact is clear in all realms of life. From the linguistic viewpoint, the appearance of anglicisms and technicalities mirrors the impact of post-modernity. There is now a need to give coherence to a national discourse that both grasps the past and adapts itself to the new available resources with the purpose of conveying an effective and attractive message to a very large audience. Discourse is swift, since society does not seem to have time to think, but instead seeks to maintain interest in a world filled with stimuli that, in turn, change constantly. Emphasis has been switched to a search for historical images and moments that presumably explain present and future events. It is also significant that all this restlessness is discussed and explained via new means such as the world-wide-web. The change in communication habits (e-mail, chats, forums, SMS) and tools (computers, mobile phones) that was initiated in the 20th century has had a net effect on the directness and swiftness of language.

Book excerpt: Under dictatorship in Argentina, sex and sexuality were regulated to the point where sex education, explicit images, and even suggestive material were prohibited. With the return to democracy in 1983, Argentines experienced new freedoms, including sexual freedoms. The explosion of the availability and ubiquity of sexual material became known as the destape, and it uncovered sexuality in provocative ways. This was a mass-media phenomenon, but it went beyond this. It was, in effect, a deeper process of change in sexual ideologies and practices. By exploring the boom of sex therapy and sexology; the fight for the implementation of sex education in schools; the expansion of family planning services and of organizations dedicated to sexual health care; and the centrality of discussions on sexuality in feminist and gay organizations, Milanesio shows that the destape was a profound transformation of the way Argentines talked, understood, and experienced sexuality, a change in manners, morals, and personal freedoms.

Violence against women has increased throughout Mexico and in other countries, including Argentina, Costa Rica, Guatemala, and Peru. Law enforcement officials have often failed or refused to undertake investigations and prosecutions, creating a climate of impunity for perpetrators and denying truth and justice to survivors of violence and victims’ relatives. Terrorizing Women is an impassioned yet rigorously analytical response to the escalation in violence against women in Latin America during the past two decades. It is part of a feminist effort to categorize violence rooted in gendered power structures as a violation of human rights. The analytical framework of feminicide is crucial to that effort, as the editors explain in their introduction. They define feminicide as gender-based violence that implicates both the state (directly or indirectly) and individual perpetrators. It is structural violence rooted in social, political, economic, and cultural inequalities. Talking about peace and transitional justice requires us to think about how to operationalize peace agreements to promote justice and coexistence for peace. This volume brings together reflections by Colombian academics and practitioners alongside pieces provided by researchers and practitioners in other countries where transitional justice initiatives have taken place (Bosnia and Herzegovina, South Africa, Sri Lanka and Peru). This volume has been written in the south, by the south, for the south. The book engages with the challenges ahead for the coming generations of Colombians. Rivers of ink have dealt with the end goals of transitional justice, but victims require us to take the quest for human rights beyond the normative realm of theorizing justice and into the practical realm of engaging how to implement justice initiatives. The tension between theory—the legislative frameworks guaranteeing human rights—and practice—the realization of these ideas—will frame Colombia’s success (or failure) in consolidating the implementation of the peace agreements with the FARC-EP.

Although intimate partner violence, risk and security are intimately connected they are rarely considered in tandem in the context of global security. Yet, intimate partner violence causes widespread physical, sexual and/or psychological harm. It is the most common type of violence against women internationally and is estimated to affect 30 per cent of women worldwide. Intimate partner violence has received significant attention in recent years, animating political debate, policy and law reform as well as scholarly attention. In bringing together a range of international experts, this edited collection challenges status quo understandings of risk and questions how we can reposition the risk of IPV, and particularly the risk of IPH, as a critical site of global and national security. It brings together contributions from a range of disciplines and international jurisdictions, including from Australia and New Zealand, United Kingdom, Europe, United States, North America, Brazil and South Africa. The contributions here urge us to think about perpetrators in more nuanced and sophisticated ways with chapters pointing to the structural and social factors that facilitate and sustain violence against women and IPV. Contributors point out that states not only exacerbate the structural conditions producing the risks of violence, but directly coerce and control women as both citizens and non-citizens. States too should be understood as collaborators and facilitators of intimate partner violence. Effective action against intimate partner violence requires sustained responses at the global, state and local levels to end gender inequality. Critical to this end are environmental issues, poverty and the divisions, often along ‘race’ and ethnic lines, underpinning other dimensions of social and economic inequality.
