Book excerpt: Slovenia is regarded today as a free country and consolidated democracy, with some problems with corruption, independent media, and independent judiciary. Since its independence in 1991, Slovenia has put in place democratic institutions of state organization, undergone major capital rearrangements, and achieved both of the starting objectives of new international involvement by entering the EU and NATO. On January 1st, 2007, Slovenia was the first among former socialist countries to take on the common European currency. Slovenia has been subject to highly varying assessments during the construction of its democratic political system; it has been acknowledged as “a ripe democracy,” complete democracy,” or, alternatively, “apparent” or “virtual democracy.” The move negative assessments of the Slovenian political system are related to the persistence of authoritarian behavior patterns and manipulation of democratic institutions that have found its way into the structures of political parties. This book follows the Slovenian evolution from the second-smallest Yugoslav republic to one of the most successful post-communist countries in Central Europe.

Book excerpt: Since 2010 the European Union has been plagued by crises of democracy and the rule of law, which have been spreading from Central and Eastern Europe (CEE), catching many by surprise. This book argues that the professed success of the 2004 big bang enlargement mirrored the Potemkin villages erected in the new Member States on their accession to Europe. Slovenia is a prime example. Since its independence and throughout the accession process, Slovenia has been portrayed as the poster child of the 'New Europe'. This book claims that the widely shared narrative of the Slovenian EU dream is a myth. In many ways, Slovenia has fared even worse than its contemporary, constitutionally-backsliding, CEE counterparts. The book's discussion of the depth and breadth of the democratic crises in Slovenia should contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE Member States, which threaten the viability of the EU and Council of Europe projects. It is only on the basis of this improved understanding that the crises can be appropriately addressed at national, transnational and supranational levels.

Book excerpt: Slovenia's transition from a constituent federal republic within Yugoslavia to an independent nation-state has not been the trouble-free process long represented in the academy and in the press. On the contrary, its status as both a test case and best case for postsocialist transition and European Union accession served to smooth over troubling outcomes of its independence. Toby M. Applegate argues that the very process of accession to the EU coupled with early mistakes by Slovenia's political leadership created human rights problems of two different kinds: an almost expected exclusion of people and an unusual way of establishing sovereignty as a nation-state. Critical questions arise: What does it mean to be a small sovereign state that wants to stand on its own but, in order to do so, must lose a portion of that newly-earned sovereignty? And does losing that portion of sovereignty protect human rights in light of the European Union's own purported goals as protector of such rights? These questions are particularly salient in light of contemporary independence movements elsewhere in the European Union. This book has a large cross-disciplinary appeal and should be read by political philosophers, political scientists, sociologists, geographers, and policy experts.
