Book excerpt: Excerpt from Second Annual Report of the Board of Railroad Commissioners: For the Year Ending December 1, 1884 Sir - In accordance with the requirements of the provisions of section 6 of the act of the Legislature of Kansas, approved March 6, 1883, concern ing railroads and other common carriers, we have the honor herewith to submit to you our second annual report. In this report we have included statements and statistics gathered from the returns to this office of the various railroad companies operating in this State, and such of the decisions rendered by the Board in the settlement of controversies and complaints as would in our judgment tend to throw light upon the workings of the system of railroad transportation in the State, in so far as the same are affected by the regulative features of the law. The Board are in numerous instances able to settle causes of complaint without the necessity for formal investigation and decision, either through personal interviews with railroad officers, or through correspondence. The orders and recommendations of the Board have during the past year been, in nearly every instance, adopted and obeyed by the managers of rail roads. They have quite promptly and adequately responded to the requests of the Board for information pertaining to their roads. Railroad building has been much less active the past year than it had been for several years previous. In this State for the year ending June 30, 884, miles of additional main track had been built, and miles of additional side track. Upon several of the leading lines or systems of railroads there has been a material falling-off of earnings compared with the preceding year. On the Atchison, Topeka Santa Fe road, including branch lines, the gross earnings for the year ending June 30, 1884, were against for the preceding year, a decrease of The Operating expenses were less in 1884 than in 1883 by still leaving a net decrease of income from earnings of compared with the previous year. In either case public misstatements upon the subject are inexcusable, since the State has supplied the public with authentic statistics. The railroads of Kansas form parts of extended systems which reach into other States and Territories, embracing in all miles reported to this othee June 30, 1889. Of this mileage miles were within the State of Kansas, leaving miles of these systems lying beyond the boundaries of this State. This report embraces statements and statistics from the reports and returns to this office, showing the doings in transportation, and the financial result of railroad operations in this State for the year ending June 30, 1885. We have also incorporated herein, reports of such of the decisions of the Board in the settlement of complaints against railroad companies, and the de termination of controversies, as would in our judgment tend to throw light upon the workings of the system of railroad transportation in this State, and the effect of the law, as a feature of regulation, applied thereto. Numerous complaints come to the Board from shippers, and others hav ing business relations with railroads, the settlement of which is frequently accomplished either through correspondence, or personal conference with the manager of the railroad complained of, and without the necessity of formal decision on our part; the complaint in such instances involving no particular principle, but arising from misunderstanding between an officer or agent of the company and a shipper, or through mistake of agent. To publish the correspondence in all such cases would unduly swell this report, and be productive of no useful purpose. We have, however, given a list of such cases in this report. Up to the close of the past fiscal year there were miles of new road added to the railroad mileage in this State. Since the close of the year, viz., June 30, 1885, several additional railroads have been put under con tract, and their construction is, at this writing, being proceeded with; and it is evident that a very considerable increase in the railroad mileage of Kansas will be effected by the close of the current year. The extreme western part of the State is settling up with almost unexampled rapidity, and railroads are sure to press closely upon the march of population.
