Book excerpt: In 1959-1961, subcritical hydronuclear safety experiments were conducted at Technical Area (TA) 49 at the Los Alamos National Laboratory (LANL). These underground experiments were designed and conducted to investigate safety issues. Seventy hydronuclear safety, tracer, and containment test experiments were conducted in 1-m or 2-m diameter shafts at depths ranging between 9 m and 33 m. The subsurface radiological and metals inventory consists of about 40 kg of plutonium, 93 kg of uranium-235, 170 kg of uranium-238, 11 kg of beryllium, and possibly more than 90,000 kg of lead. Explosives used in the experiments consisted largely of TNT, RDX, HMX, and barium nitrate. It is highly likely that the explosives, except for the barium component, were completely consumed by the detonations. Hydronuclear safety test shafts were drilled, test materials were placed at the bottom of the shafts, shafts were backfilled with sand or local crushed tuff, tests were detonated, subsidence in the shafts were backfilled, and cement caps were poured over the test shafts. The diameter of the affected detonation zones is believed to be less than 6 m. Most test shafts were drilled on an 8-m grid spacing in four main areas within TA-49.

Book excerpt: The world's first nuclear bomb was a developed in 1954 at a site near the town of Los Alamos, New Mexico. Designated as the Los Alamos National Laboratory (LANL) in 1981, the 40-square-mile site is today operated by Log Alamos National Security LLC under contract to the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE). Like other sites in the nation's nuclear weapons complex, the LANL site harbors a legacy of radioactive waste and environmental contamination. Radioactive materials and chemical contaminants have been detected in some portions of the groundwater beneath the site. Under authority of the U.S. Environmental Protection Agency, the State of New Mexico regulates protection of its water resources through the New Mexico Environment Department (NMED). In 1995 NMED found LANL's groundwater monitoring program to be inadequate. Consequently LANL conducted a detailed workplan to characterize the site's hydrogeology in order to develop an effective monitoring program. The study described in Plans and Practices for Groundwater Protection at the Los Alamos National Laboratory: Final Report was initially requested by NNSA, which turned to the National Academies for technical advice and recommendations regarding several aspects of LANL's groundwater protection program. The DOE Office of Environmental Management funded the study. The study came approximately at the juncture between completion of LANL's hydrogeologic workplan and initial development of a sitewide monitoring plan.

Book excerpt: Discharges of wastes from activities associated with the federal government's Los Alamos site in northern New Mexico began during the Manhattan Project in 1943. Now designated the Los Alamos National Laboratory (LANL), the site is operated under contract by the Department of Energy (DOE). Through past and ongoing investigations, radioactive and chemical contaminants have been detected in parts of the complex system of groundwater beneath the site. Since effective protection of groundwater is important for LANL's continuing operations, DOE's Office of Environmental Management requested technical advice and recommendations regarding several aspects of LANL's groundwater protection program. This interim report summarizes the committee's information-gathering activities and identifies issues within the scope of its task that have risen to the committee's attention without offering any findings or recommendations. The final report is expected to be released in May 2007 and it is the hope that results of the final study will provide guidance and impetus for dialogue and agreement among DOE, LANL, and other stakeholders on a focused, cost-effective program for protecting the groundwater in and around the site.

There are a number of reasons for this situation: records have been lost or destroyed, the locations were not documented, and memories have been lost. The search of large areas at these sites for buried waste and buried-waste containers is a difficult and expensive problem when using conventional, ground-based methods. Typical conventional methods involve the drilling of wells/boreholes (point sampling), and interpolation is required to obtain the needed a real information. Drilling for buried waste is expensive, potentially hazardous, and time-consuming, yet accurate interpolation can require a large number of holes per-unit-area. A similar problem is encountered in gaining current information about: the boundaries of toxic waste plumes in the ground, transport pathways, and the composition and concentration of toxic materials. The purpose of this effort is to analyze existing imagery data collected under various Department of Energy and other programs. This analysis will be useful for screening, characterization, and monitoring work in the waste site remediation process.

Book excerpt: The Los Alamos National Laboratory (LANL) Environmental Restoration (ER) Program at Technical Area (TA) 54 is currently in the RCRA Facility Investigation (RFI) phase of an expanded Resource, Conservation, and Recovery Act (RCRA) corrective action program. Site characterization will focus on filling data gaps in a conceptual model constructed from existing information. An interim remedial measure involving vacuum extraction of a known organic vapor vadose zone plume will be modeled this year and hopefully implemented in fiscal year 1993. Long-term environmental restoration will probably involve vadose zone monitoring to confirm modeling predictions on the performance of existing disposal unit caps. However, it is possible that removal or in-situ treatment of some isolated bad actors'' will be necessary to ensure the long-term success of vapor extraction, or to remove surface hot spots that are unacceptably contributing contaminants to the surface water on air pathways. Public sentiment related to the long-term dedication of TA 54 as a waste disposal facility will have to be factored in early in the process to ensure that the most appropriate data are gathered during site characterization, and to instill confidence, both internally and external to LANL, that the ER Program Office is headed in the right direction at TA 54. 7 refs., 5 figs.

Book excerpt: This report presents the results of geological site characterization studies conducted from 1992 to 1994 on Pajarito Mesa for a proposed Los Alamos National Laboratory Mixed Waste Disposal Facility (MWDF). The MWDF is being designed to receive mixed waste (waste containing both hazardous and radioactive components) generated during Environmental Restoration Project cleanup activities at Los Alamos. As of 1995, there is no Resource Conservation and Recovery Act (RCRA) permitted disposal site for mixed waste at the Laboratory, and construction of the MWDF would provide an alternative to transport of this material to an off-site location. A 2.5 km long part of Pajarito Mesa was originally considered for the MWDF, extending from an elevation of about 2150 to 2225 m (7060 to 7300 ft) in Technical Areas (TAs) 15, 36, and 67 in the central part of the Laboratory, and planning was later concentrated on the western area in TA-67. The mesa top lies about 60 to 75 m (200 to 250 ft) above the floor of Pajarito Canyon on the north, and about 30 m (100 ft) above the floor of Threemile Canyon on the south. The main aquifer used as a water supply for the Laboratory and for Los Alamos County lies at an estimated depth of about 335 m (1100 ft) below the mesa. The chapters of this report focus on surface and near-surface geological studies that provide a basic framework for siting of the MWDF and for conducting future performance assessments, including fulfillment of specific regulatory requirements. This work includes detailed studies of the stratigraphy, mineralogy, and chemistry of the bedrock at Pajarito Mesa by Broxton and others, studies of the geological structure and of mesa-top soils and surficial deposits by Reneau and others, geologic mapping and studies of fracture characteristics by Vaniman and Chipera, and studies of potential landsliding and rockfall along the mesa-edge by Reneau.
