Book excerpt: The 16th Quarterly Report from the Special Inspector General for Iraq Reconstruction (SIGIR). 2008 will be a "Year of Transfer" in Iraq, bringing with it the continued evolution of the U.S. program. This evolution means that the Government of Iraq (GOI) must assert ever greater responsibility for national security and economic planning, including the full funding and sustainment of ongoing relief and reconstruction efforts. The U.S. role, at this stage, is supportive, aimed chiefly at capacity-building initiatives within the economic, political, and security spheres. Three issues that could affect the Year of Transfer are: (1) a potential budget windfall from higher oil prices, (2) consequences from pending legal and legislative developments regarding Iraq's governance, and (3) the continuing shift of primary provincial security responsibilities to Iraqi control. Average oil production in Iraq this quarter hit a post-war high of 2.38 million barrels per day, enhancing the likelihood that Iraq's national income in 2008 will significantly exceed expectations. Section 3 of this Report contains summaries of SIGIR's seven new audit products, two of which continued SIGIR's programmatic review of major Iraq Relief and Reconstruction Fund (IRRF) contracts. One report examined the work of Parsons Delaware, Inc., under its large design-build contract for projects in the buildings, health, and education sectors. The report reveals that Parsons completed only 3 of the 11 task orders issued under the contract. The other contract review examines the reconstruction work of Parsons Infrastructure & Technology Group, Inc., on a project managed by the Air Force Center for Engineering and the Environment, finding that the contract's goals were largely met. A third Parsons audit will be released in the upcoming quarter.

Book excerpt: During the past quarter, SIGIR produced 8 new audit products, 5 on-the-ground project assessments, and made progress on 57 ongoing investigations into allegations of fraud, waste, and abuse. Two more criminals caught in major bribery conspiracies uncovered by SIGIR were sentenced to prison. And several arrests were made in a significant new bribery case arising from the successful work of a law enforcement task force of which SIGIR is a part. The 8 new audits bring to 94 the total number of audits produced over the past three years, and the 5 new inspections bring the total number of inspections to 95. Of SIGIR's 57 ongoing investigations, 28 are being prosecuted by the Department of Justice. To date, SIGIR's investigative work has produced 13 arrests, 5 convictions, 5 imprisonments, a 25-count indictment of 5 persons, and nearly $16 million in court-ordered restitution and seizures. A table listing all convictions for fraud related to reconstruction work in Iraq is contained in Section 1 of this Report. Since our last Quarterly Report was released in April, the SIGIR has testified before three congressional hearings.

Initially intended for combat support, they have become full-fledged warriors, many with little experience, scant oversight, and no accountability to the rules of engagement that constrain the U.S. military and coalition forces. When the occupation of Iraq turned into a fight against an insurgency, overwhelming U.S. and coalition military forces, the demand for private military contractors skyrocketed in 2003 and 2004. The explosive growth of such firms as Blackwater, Crescent, and others resulted in a relaxation of recruitment standards at precisely the same time that the U.S. military's own standards of recruitment began to falter, but the standards for private military contractors fell much further and faster. The predictable result included excessive civilian casualties, a human tragedy whose full dimensions have yet to be seen by the American public. Shawn Engbrecht has been training and recruiting private military contractors for more than a decade. Acknowledging that some private military contractors are out of control, he argues that the oft-made suggestion to fire them all is not the solution. Instead, Engbrecht contends that with proper training and development of recruits, along with enforceable regulation and oversight, private security companies can be successfully integrated into a total force package with a professional operational staff.
