The Coast Guard has three WSES craft stationed in Key West that operate in the Florida Straits. The Navy's SES-200 stationed at the Surface Effect Ship Support Office (SESSO) in Patuxent River, Maryland, has recently returned from operational deployment in Europe as part of a NATO cooperative trials program. The WSES and the SES-200 offer operational evidence of the benefits of high speed and excellent seakeeping that are characteristics of air cushion supported vehicles. Future mission scenarios may require speed capabilities greater than those of the WSES and the SES-200 and nearer to the speed capability of the presently operational U.S. Navy LCAC. For the WSES and SES-200 to achieve these speeds and explore future mission capabilities, higher power levels must be installed in the existing craft. Improvements in performance predictions and design techniques resulting from a myriad of towing tank experiments allow accurate calculations of resistance and powering for the WSES and the SES-200 that show the changes in speed and operating envelope for increased installed power levels. Various feasible engine, gearbox, propulsor, and auxiliary equipment options are presented for possible installation in the WSES and the SES-200. (fr).

Book excerpt: Surface Effect Ships (SES) can operate hullborne like displacement ships or they can operate in a cushionborne mode by pressurizing the region between that catamaran hulls with air. The air cushion exerts both a lift and a drag force on the hull as it moves over the water surface. The drag force, known as cushion wave making drag, represents a significant percentage of total SES resistance and hence, the required propeller thrust. Selection of cushion length-to-beam proportions is a fundamental part of SES design because the ratio of these dimensions determines the wave making resistance characteristics. The Navy has been conducting research on the effect of length-to-beam proportions on SES performance, seakeeping and maneuvering. This balanced performance is attributable to shifting the peak of the high wave drag region known as 'hump' outside the operating envelope. The name 'High Length-to-Beam SES' has been given to these vessels to distinguish them from the previous generation of Navy SES which had lower length-to-beam ratios and had to be propelled through a high drag speed regime in order to retain efficient cruise speeds.

To assist in addressing these concerns, two offices within DOD asked the NRC to investigate and assess the scope and health of the U.S. R&D efforts in energetic materials. This report provides that assessment. It presents several findings about the current R&D effort and recommendations aimed at improving U.S. capabilities in developing new energetic materials technology. This study reviewed U.S. research and development in advanced energetics being conducted by DoD, the DoE national laboratories, industries, and academia, from a list provided by the sponsors. It also: (a) reviewed papers and technology assessments of non-U.S. work in advanced energetics, assessed important parameters, such as validity, viability, and the likelihood that each of these materials can be produced in quantity; (b) identified barriers to scale-up and production, and suggested technical approaches for addressing potential problems; and (c) suggested specific opportunities, strategies, and priorities for government sponsorship of technologies and manufacturing process development.
