Excerpt: ... chapter I. eetrospective--the origins of existing educational institutions. Education is a subject of perennial interest. As long as there are children to be educated, the ways and means of educating them will always demand forethought and study on the part of parents and community. In that sense there is always, and always will be, an "Education question ." But this question presents different aspects from time to time--now one, now another side of it becomes prominent. In one decade the great problem is how the State is to introduce itself into the domain of Education; in the succeeding one, how school fees may be got rid of; a later period finds the nation divided into hostile camps because parties cannot agree as to the relation of the Church to the School. Politics, sociology, religion, besides many other subjects, border on the sphere of Education, and even enter into it. Questions of this kind, whatever their origin, soon become highly controversial; they lie in great part outside Education as it is understood by the philosophic educationist. It is true that no theory of Education laying claim to any sort of completeness can ignore, say, the relation of the School to the Church and to the State. But these problems, abstractly discussed, do not introduce questions of party and sect, as they invariably do when they become matters of discussion on the public platform. Two inferences may be drawn from this. First, it bears testimony to the importance of Education itself. By common consent the national welfare is inseparably bound up with the interests of the school. The influence exerted by the school is so great that it is worth the while of great parties and great religious denominations to contend vigorously for the control of it....

As it is only within recent years that elementary, secondary, and University education in Scotland have been given clear definitions, and as the interaction of educational developments in different countries is much greater than a superficial inquiry would indicate, I have adverted freely to the history of elementary and University education, and, wherever it has seemed necessary or desirable, connected educational developments at home with corresponding developments abroad. But to avoid expanding the volume unduly I have excluded a considerable amount of available 'home' material - interesting and somewhat lighter reading, but not essential to the main purpose of the book - and have in general merely indicated parallelisms in other countries. Thus it seemed to me undesirable to do more than suggest the influence of the Hellenic movement in Germany in the eighteenth century on the educational developments in Scotland in the nineteenth, although there seems little doubt of its probability. In the hope that the book will be of use to the student of education as well as to the general reader, and in particular to the student-teacher, who should be familiar with the significant historical antecedents of the educational system of to-day, I have quoted or indicated authorities for statements or inferences of importance; but such works as Grant's History of the Burgh Schools of Scotland, with its multitude of facts, and Professor Edgar's exhaustive History of Early Scottish Education, are indispensable to the student of the particular subjects with which they deal. Previous to that date no school A existed north of Inverness for the education of the middle classes, and the in n habitants of Cai thness, Suth erland and Ross, were compelled either to send their Visited children to the south of Scotland for the higher branches of instruction, or to Nov, 13, trust to the resources of the parochial schools. In 1793 the Inverness Academy 1866. Was built, and induced, probably by its success, a number of leading man con nected with the northern counties resolved to establish in the central locality of Easter Ross an institution to provide a suitable education for the youth of these counties. In 1809 a considerable sum of money was raised by subscription for this purpose, and in that year, on a petition by the subscribers, who were prin cipally the landed proprietors in the counties, a royal charter was granted in favour of the Academy, and it was founded and endowed accordingly.
