Worldwide, cultural property is rapidly, irreversibly and unnecessarily being depleted because of rapid population growth and poorly planned economic development. This loss represents a permanent diminution of the international and national patrimony. During the past decade, many development projects financed by the World Bank have included cultural property concerns. Therefore, the Bank has adopted a general policy to help preserve cultural property and avoid its elimination. Other specific Bank policies apply to particular situations. When potential projects are being identified, pertinent authorities and experts are consulted and/or reconnaissance surveys are made to assess the cultural property elements of the proposed project site. If cultural property is present, relevant government authorities and other experts are called upon to help design mitigatory measures. Nations are best served if economic progress and the preservation of cultural property are carefully planned so as to be mutually enhancing.
