Book excerpt: It is the purpose of this design guide to integrate existing technology into the ship development program in a manner consistent with commercial ship design philosophies. The approach is based on experience and relies on empirical factors, where necessary. Weaknesses in the procedures are identified and recommendations for further development are indicated. This guide addresses the major components over which we have the ability to exercise control in the design phase, and which will generally minimize most local vibration problems. These components include the hull girder, major structural elements, main propulsion systems including propeller selection, stern design and underwater appendages. Excitation forces, including those generated by propulsion systems and the operational environment that a ship's propeller and hull girder experience, are addressed in this guide. Transient excitation resulting from heavy seas and collision impact are not addressed in this document. A procedure to determine the natural frequencies of major shipboard elements at the preliminary design stage is presented to predict anticipated problems and facilitate selection of propulsion system components, stern configuration and hull structure.

A number of methods for calculating the forces and moments associated with propeller action are presented and methods for computing hull amplitudes are described. The methods selected are intended to be complementary, the simpler ones being appropriate in the early design stages or whenever few details are known, while the more elaborate methods are appropriate when full information on hull structure, propeller particulars, and wake characteristics are available. As far as possible, the procedures were adapted for use with slide rule or desk calculator, however, in a few instances machine calculation is essential. In view of this a summary of computing equipment available at the various naval shipyards is included.

As early as 1921, an international convention regarding this matter was presented to govern ments of maritime countries for ratification. The First World Health Assembly, in 1948, recommended that WHO should establish, with the International Labour Of fice, a Joint Committee on the hygiene of seafarers. The first session of this Com mittee, held in 1949, defined the problems affecting the health of seamen and made a number of recommendations. In the opinion of this Joint Committee, the health of seamen called for interna tional attention for a nu mb er of reasons. By the nature of his work, the seafarer is obliged to travel from country to country and is exposed to great variations of cli mate and also to any disease that may be prevalent in the port of call. He may there fore become a carrier of disease, so that the protection of his health is of importance not only to himself and the other members of the crew but also to the populations of other countries he visits. Yet, on account ofthe nature ofhis employment, it is diffi cult to provide the seafarer with the same standard of health care that is gene rally available to other sections of the population.
