In times of heightened rivalry, we often try to find superior "others" so that we can motivate ourselves against an imagined future of decline. During the Cold War, Americans and other nations in the West took advantage of being the underdog against the perceived superiority of the Soviet Union, especially by turning the Sputnik launch of 1957 into a lodestone for an educational renaissance. As postwar Japanese power became increasingly threatening, American policymakers again tried to fashion Japan into another "Sputnik" to motivate American people. This book explores 1980s "Bubble" Japan as a "Superhuman Other" in the consciousness of Americans, especially as reflected in popular culture and policy discourses. Making Japan into a Superhuman often resorted into the same stereotyping that invented Japan as a Subhuman. It was difficult for many to see that America, Japan and other nations were actually sharing the same global economic circumstances affecting attitudes toward knowledge and nation. These programs, recently terminated, have left the Burakumin and other marginalized groups uncertain of their future. Based on ten years of ethnographic inquiry, Gordon's book explores the views of educators and activists caught in this period of transition after having their lives and careers shaped by the political demands of a liberation movement dedicated to achieving educational equity for the Burakumin and their disadvantaged neighbors. Gordon provides the context of the efforts to achieve the human rights of the Burakumin and the complexity of their identity in a Japanese society struggling with economic and demographic globalization.

Within this broader context of global scholarly attention on extractive industries, this book explores two specific contexts: the cultural politics of coal and coal mining, within the context of one particular country, India, which is the third largest coal producer in the world. Both contexts are special; with its separate Ministry, coal occupies pride of place in contemporary India, shaping the energy future and influencing the economic and political milieu of the country. The supremacy attributed to coal mining in contemporary India represents how ’coal nationalism’ has replaced ’coal colonialism’ in the country, turning this commodity into an icon, a national symbol. In recent years the extraction of coal in forest-covered resource peripheries has dispossessed and pauperised many tribal and rural communities who have used these resource-rich lands for their livelihoods for generations. The combustion of coal to produce electricity constitutes the compelling need, and the factor that prevents the Indian state from fully engaging with the impending realities of a climate-changed future. All these reasons make the timing of this book of crucial importance. In particular, The Coal Nation explores the complex history of coal in India; from its colonial legacies to contemporary cultural and social impacts of mining; land ownership and moral resource rights; protective legislation for coal as well as for the indigenous and local communities; the question of legality, illegitimacy and illicit mining and of social justice. Book excerpt: Providing a critical ethnography of five different tribal movements fighting against the mega-industrialization projects in Odisha, India, the book presents a thick description of the confrontation of the tribals to the authoritative forces of state domination. This confrontation, a counter-hegemonic discourse, is neither antagonistic to change nor anti to development, but rather in fact, the author argues, that the tribals are the subaltern citizens who aspire for not only more material and economic prosperity but also freedom – freedom from domination and deprivation. The book therefore seeks to answer one important question: how do the tribals appropriate marginality in their everyday lives in challenging domination and celebrating their desires, wishes, anticipations and material prosperity as well as in coping with the ruins of frustration and suffering. Drawing on long-term ethnographic fieldwork carried over a decade (2006-16), this book provides empirical evidences and conceptual explorations on the resistance of subaltern citizens against domination. The author challenges current theories of social movements which claim that a cultural critique of the ‘development’ paradigm is writ large in the political actions of those marginalized by ‘development’ – tribals who lived in harmony with nature, combining reverence for nature with the sustainable management of resources. On the other hand, questioning the established notion of ‘marginality as a problem’, the author re-visits ‘marginality’ as a possible site that nourishes the capacity of the tribals to resist and to imagine and create a new world. The complexity of tribal politics, then, cannot be reduced to an opposition between ‘development’ and ‘resistance’. The book therefore persuades us to re-examine the politics of representation within the ideology of progressive movements. In the 1980s, however, when Japan increased its investment in the American market, the world witnessed a revival of the rhetoric of U.S.-Japanese racial confrontation.
