From communication, trade, agriculture and the location of human settlements, they have played an immeasurable role. Almost 60% of Africa lies within shared rivers and lake basins. The Nile is shared by more than seven nations, the Zambezi by six, and the Congo by nine. With populations on the rise, many countries have been labeled water scarce nations, and in fifteen years it is predicted that many people on earth will be exposed to water shortage consequences such as famine and disease. Thirteen African nations already suffer water stress and soon another twelve will join the list unless something is done to thwart the problem. On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme Shared Waters, Shared Opportunities. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International RelationsHekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. They open the debate into the water problems of Kenya and East Africa in an effort to join the global campaign to find solutions to these difficulties.

Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity. Overall, this book argues that conflict over transboundary resources can be prevented given the establishment of norms, rules, and the role of external actors that help regulate state behaviour and control their impacts. Shared waters could be either a source of conflict or a source of cooperation and prosperity. Today, the growing need for water resources for development has brought intense political and economic tensions among the countries that share rivers that flow across two or more countries. The aim of this paper is to identify the economic, social and political benefits of the transboundary cooperation by using the Nile Bain Initiative (NBI) as a case study. It also attempts to identify the obstacles that hinder transboundary cooperation in the Nile Basin. The paper argues that the riparian states in the Nile Basin should work for "benefit-sharing" rather than "water-sharing" and this should be the basis for their transboundary cooperation. It also claims that implementing the concept of benefit-sharing would help in solving problems that are caused by divergent interests among the riparian states in the Nile basin and the up stream-down stream problems frequently manifested in the area. The paper concludes by suggesting the main points that have to be considered in transboundary cooperation.

This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya.
