Although it lacks a specific mandate for education, it has shaped national educational policy through the dissemination of ideas and transnational research. The Centre for Educational Research and Innovation (CERI), a branch of the OECD, was created in 1968. Its potential influence on the educational policy of nation states suggests a need to investigate its vision for K-12 education. The purpose of this research was to critically analyse two major projects undertaken by CERI: Trends Shaping Education and Innovative Learning Environments, with respect to the nature of their embedded political discourse, as well as their constructions of K-12 schooling, teachers, and learners. Additionally, it critically explored how the discourse of innovation, accountability, and governance shapes education in particular ways. Drawing from Fairclough's methods of critical discourse analysis (CDA), as adapted by Grewal, it examined the ideological and discursive nature of the CERI projects. Texts were interpreted through a liberal theoretical framework. Findings suggest the CERI Projects frame a neoliberal vision for K-12 education focussed primarily on economic ends. Although the social dimension of education is recognized with respect to its need to foster equity, equality and social cohesion, its discourse is best characterized as a form of flanking and roll-out neoliberalism. Both Projects embrace a human capital approach to education and advance a neoliberal subjectivity in which learners are defined by their economic utility and are framed as future workers who are flexible, adaptable, resilient, responsible, innovative, entrepreneurial, and good problem solvers. The ILE Project's promotion of networks and partnerships with other sectors and business reflects a transition away from government to governance as promoted by New Public Governance, which also reflects a neoliberal orientation. In both Projects, innovation, accountability, and governance are nominalizations that reinforce a neoliberal policy perspective of education.

Allan illustrates the methods of policy discourse analysis by describing their use in a study of twenty-one women's commission reports. In so doing, she highlights the important work of university women's commissions while uncovering policy silences and making visible the powerful discourses framing gender equity policy initiatives in higher education. Her findings reveals how dominant discourses of femininity, access, professionalism, race, and sexuality contribute to constructing women's status in complex and at times, contradictory ways. It subjects the ongoing reforms in UK education to a rigorous critical interrogation. It takes as its main concerns the introduction of market forces, managerialism and the National Curriculum into the organization of schools and the work of teachers. Ball argues that these reforms are combining to fundamentally reconstruct the work of teaching, to generate and ramify multiple inequalities and to destroy civic virtue in education. The effects of the market and management are not technical and neutral but are essentially political and moral. The reforms taking place in the UK are both a form of cultural and social engineering and an attempt to recreate a fantasy education based upon myths of national identity, consensus and glory. The analysis is founded within policy sociology and employs both ethnographic and post-structuralist methods.

Underlying educational policy-making is a top-down approach that privileges the interests of powerful actors and institutions to the detriment of local communities. Such a top-down approach reproduces international organizations' (IOs) agenda on educational development issues (e.g., quality, literacy and assessments). This thesis investigated the education-related discourses advanced by UNESCO, a key player in the global arena, by looking at two of its main educational agendas: Education for All and the Millennium Development Goals' reports. These were analyzed through the lens of a discourse analysis approach that included functional and critical perspectives on education. Theoretically, this study was informed by current discussions on the role of IOs in shaping nation-states' educational systems within a globalized context that reproduces social injustices. The analysis showed that the EFA and MDG's reinforce the understanding of education as instrumental to the postulates of the global knowledge economy. Education, thus, becomes a sub-sector of the economy. Educational networks, including policymakers, researchers and scholars, are crucial to produce and reproduce this scenario. Furthermore, UNESCO draws upon and furthers discourses that oppose the developing to the developed world, and in so doing reinforces the differences and relationships of power among the countries. Nevertheless, UNESCO agenda opens possibilities for transforming education. It highlights and promotes local agency and participation of community actors in discussions on educational quality improvement and the necessity for reducing inequalities between students from different socioeconomic and cultural backgrounds.

Bringing together recent work on the intersections between assemblages, enactments, and agencies in educational policy analysis, the authors call attention to issues of subjectivity, practice, power, and relationality as they offer critical perspectives that challenge linear/instrumentalist views of policy processes. In doing so, they not only interrogate conventional understandings of policy design, implementation, and evaluation, they also recognize the role of agency, interpretation, sense-making, translation, embodiment, and meaning throughout policy processes. They also explore the contested nature of policy, situating educational policies as sites of conflict and negotiation between actors, highlighting the uncertainty, fragility and instability of policy work. By offering a non-linear and heterogeneous account of education policy, the collection furthers contemporary conversations on the nature and goals of education reform.
