Book excerpt: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.

Book excerpt: The period between 2001 and 2006 saw the rise and fall of an internationally supported effort to bring a protracted violent conflict in Sri Lanka to a peaceful resolution. A ceasefire agreement, signed in February 2002, was followed by six rounds of peace talks, but growing political violence, disagreements over core issues and a fragmentation of the constituencies of the key parties led to an eventual breakdown. In the wake of the failed peace process a new government pursued a highly effective ‘war for peace’ leading to the military defeat of the LTTE on the battlefields of the north east in May 2009. This book brings together a unique range of perspectives on this problematic and ultimately unsuccessful peace process. The contributions are based upon extensive field research and written by leading Sri Lankan and international researchers and practitioners. The framework of ‘liberal peacebuilding’ provides an analytical starting point for exploring the complex and unpredictable interactions between international and domestic players during the war-peace-war period. The lessons drawn from the Sri Lankan case have important implications in the context of wider debates on the ‘liberal peace’ and post conflict peacebuilding – particularly as these debates have largely been shaped by the ‘high profile’ cases such as Kosovo, Afghanistan and Iraq. Book excerpt: Following over twenty years of war, Sri Lanka's longest cease-fire (2002-2006) provided a final opportunity for an inclusive peace settlement between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE). However, hostilities resumed with ever increasing desperation and ferocity on both sides, until the LTTE were overcome and largely eradicated in 2009. This book provides a contextualised analysis of the effects of war on a small Tamil community living in northern Sri Lanka during the cease-fire period. It examines how the society changed and adapted in order to accommodate the upheaval and destruction of war, and its inevitable resumption. In particular, it focuses on the nature of suffering through an exploration of a well-known ritual: Thuukkukkaavadi that transformed the experience of pain and suffering and contributed to a process whereby many village communities could come together in a demonstration of strength and resilience. It contributes to studies on violence, reparation processes of so-called 'post-conflict' societies and the medical anthropology of healing. It questions assumptions concerning the nature of suffering and critiques the application of western categories in settings like northern Sri Lanka, where entire communities have been silenced by political violence. The book therefore presents a claim for more culturally specific understandings of what constitutes suffering and is of interest to students and scholars of South Asian Studies, Conflict Resolution, and Social and Cultural Anthropology.

Using these themes to explore state crime, atrocity and its denial and representation, Seoighe offers an analysis of how stories of conflict are authored and constructed. This book examines the political discourse of the former Rajapaksa government, highlighting how fluency in international discourses of counter-terrorism, humanitarianism and the ‘reconciliation’ expected of states transitioning from conflict can be used to conceal and deny state violence. Drawing on extensive interviews with activists, academics, politicians, state representatives and international agency staff, and three months of observation in Sri Lanka in 2012, Seoighe demonstrates how the Rajapaksa government re-narrativised violence through orchestrated techniques of denial and mass ritual discourse. It drew on and perpetuated a heightened majoritarian Sinhala-Buddhist nationalism which consolidated power under Sinhalese political elites, generated minority grievances and, in turn, sustained the repression and dispossession of the Tamil community of the Northeast. A detailed and evocative study, this book will be of special interest to scholars of conflict studies, political violence and critical criminology.

This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession.
