The allies agreed that the United States would continue its Central and South Pacific drives, including seizure of the Marianas as a base for B-29 raids on Japan. The allies discussed the future United Nations organization and post-war Polish boundaries. In the Cairo Declaration, the United States, Britain, and China stated their intention to strip Japan of all her pre-war and wartime conquests.

Book excerpt: The Sextant Conference (also known as the Cairo Conference) was held in Cairo, Egypt, from November 22 to 26, 1943. The three main participants were President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and Chinese leader Chiang Kai-shek. The primary topic under consideration for the Allies was planning for the defeat of Japan. The Eureka Conference (also called the Tehran Conference) met from November 28 to December 1, 1943, in Tehran, Iran. Book excerpt: Two weeks after the United States entered World War II, the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, from December 24, 1941 to January 14, 1942. Working together with senior military leaders from the United States and Great Britain, President Franklin D. Roosevelt and Prime Minister Winston S. Churchill made the initial crucial decisions for the combined war effort at this important meeting. One of these established the Combined Chiefs of Staff, comprising the high-ranking officers who would become the US Joint Chiefs of Staff and their British counterparts. It was this consultative body of top military leaders that would refine the Allied military strategy and approve all significant military decisions for the duration of conflict. The most consequential decision reached at Arcadia was that of “Germany first,” making the defeat of Germany the prime Allied objective. Additionally, plans to invade North Africa, which would come to fruition in November 1942 with Operation Torch, were extensively studied and discussed. Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. The use of US Army and Navy aviation against Japan was also discussed. Book excerpt: The Octagon Conference (also called the Second Quebec Conference) occurred from September 12 to 16, 1944, in Quebec City, Canada. The primary attendees were President Franklin D. Canadian prime minister Mackenzie King served as host for the conference but did not attend significant meetings. Book excerpt: The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. Focusing almost exclusively on the Pacific campaign, the Allied leaders and the Combined Chiefs of Staff discussed numerous topics related to the war against Japan.
