Mining police and prison records, newspaper accounts, and period literature, Harris teases out answers to essential questions about these women and their working lives. She also offers a surprising revelation, arguing that the burgeoning underground economy served as a catalyst in working-class black women TMs creation of the employment opportunities, occupational identities, and survival strategies that provided them with financial stability and a sense of labor autonomy and mobility. These are big, attention-grabbing numbers, frequently used in policy debates and media reporting. Peter Andreas and Kelly M. Greenhill see only one problem: these numbers are probably false. Their continued use and abuse reflect a much larger and troubling pattern: policymakers and the media naively or deliberately accept highly politicized and questionable statistical claims about activities that are extremely difficult to measure. As a result, we too often become trapped by these mythical numbers, with perverse and counterproductive consequences. This problem exists in myriad policy realms. But it is particularly pronounced in statistics related to the politically charged realms of global crime and conflict-numbers of people killed in massacres and during genocides, the size of refugee flows, the magnitude of the illicit global trade in drugs and human beings, and so on. In Sex, Drugs, and Body Counts, political scientists, anthropologists, sociologists, and policy analysts critically examine the murky origins of some of these statistics and trace their remarkable proliferation. They also assess the standard metrics used to evaluate policy effectiveness in combating problems such as terrorist financing, sex trafficking, and the drug trade.

Yet counting things requires finding a way to make them comparable. And in the process of translating the confusion of social life into neat categories, we inevitably strip it of context and meaning—and risk hiding or distorting as much as we reveal. With The Seductions of Quantification, leading legal anthropologist Sally Engle Merry investigates the techniques by which information is gathered and analyzed in the production of global indicators on human rights, gender violence, and sex trafficking. Although such numbers convey an aura of objective truth and scientific validity, Merry argues persuasively that measurement systems constitute a form of power by incorporating theories about social change in their design but rarely explicitly acknowledging them. For instance, the US State Department’s Trafficking in Persons Report, which ranks countries in terms of their compliance with antitrafficking activities, assumes that prosecuting traffickers as criminals is an effective corrective strategy—overlooking cultures where women and children are frequently sold by their own families. As Merry shows, indicators are indeed seductive in their promise of providing concrete knowledge about how the world works, but they are implemented most successfully when paired with context-rich qualitative accounts grounded in local knowledge.
