The only heavy grade, and that insignificant when compared with those on other trunk lines, occurs between Albany and Schenectady, where the Mohawk and Hudson found it necessary to commence operations with inclined planes, but this is soon over come, and the valley of the Mohawk is reached at Schenectady. This beautiful river is followed for 92 miles to near Rome, and there it is deserted for the waters of Oneida Lake, and 'at Syracuse, 38 miles further, Onondaga Lake is touched. Both of these lakes are drained into Lake Ontario by the Oswego River. Skirting the Seneca River and its tributaries, which drain Seneca, Cayuga, 'owasco and Skaneateles Lakes into the Oswego River, the line reaches Rochester, on the Genesee River, near Lake Ontario, 81 miles from Syracuse. The mountain range, which bars the continent from near the Canadian border down to the waters of the Gulf of Mexico, and which is such a serious barrier to every other line of railroad connecting the Atlantic seaboard with the Mississippi Valley, is imperceptibly passed at little'falls Station, midway between Albany and Syracuse, where the Mohawk flows through a natural break in the chain. And if any justification was needed for the plan of the Endowment, it at once may be found in the lists of those, distinguished in scholarship or in public affairs, who have accepted the responsibility of editor ship. This responsibility is by no means light, involving as it does, the adaptation of the general editorial plan to the varying demands of national circumstances or methods of work; and the measure of success attained is due to the generous and earnest cooperation of those in charge in each country. Once the editorial organization was established there could be little doubt as to the first step which should be taken in each instance to ward the actual preparation of the history. Without documents there can be no history. The essential records of the war, local as well as central, have therefore to be preserved and to be made avail able for research in so far as is compatible with public interest. But this archival task is a very great one, belonging of right to the gov ernments and other owners of historical sources and not to the his torian or economist who proposes to use them. It is an Obligation of ownership for all such documents are public trust. Book excerpt: Excerpt from Historical Memoir of the Western Railroad The attention of the early friends of Internal Improvement in Massachusetts, was directed exclusively to the subject of Canals. Railroads were not introduced generally, even in England, as means of public travel and transportation, until a comparatively recent date. The first movement for a communication from Boston westward, was by Gen. Henry Knox, in 1791, for a Canal. He caused extensive surveys to be made in that year by John Hills, Esq., both upon a southern route through Worcester, and upon a more northern one. He and his associates were incorporated March 10 th, 1792, by the name of "The Proprietors of the Massachusetts Canal," with authority to make a Canal from Boston to the Connecticut River. It does not appear that active measures were taken under that charter. Their maps and estimates were preserved, and placed in the hands of the State Commissioners for Canal Surveys in 1825. Though charters were granted for local Canals, no general movement was attempted from Boston to the interior of the State, until 1825. At the opening of the January session of the Legislature of that year, Gov. Eustis called attention to the subject, as follows: -" A water communication from Boston, to, and through the western parts of the State, would tend greatly to advance the interests of Agriculture, and of the numerous Manufactures established in the interior. The present state of the Treasury will not, I am sensible, admit the application of funds, to any considerable amount, to objects of this nature.
