Book excerpt: Excerpt from Sixty-Seventh Annual Report of the City of Keene: Containing Ordinances and Joint Resolutions Passed by the City Councils With Reports of the Several Departments for 1940 Now that the city planning board is an actuality, I sincerely hope that in the not too distant future a master plan for the development of the city will be prepared and adopted, the need for which has been apparent to many for a number of years. The Shurtleff survey made in 1927 should be of considerable help to the planning board in the preparation of this master plan. The advice and recommendations of the planning board should be of inestimable value to these councils whenever petitions for the changing of zoning boundaries are to be considered. I hope the councils will feel free to call upon the planning board for recommendations and advice on any matters that they may wish, for this is one of the purposes for the creation of the board. Last year the city councils authorized an external audit of the City's books by an outside auditing concern. I understand that this was the first external audit since 1906. I am very pleased to report that the auditors found the city's books in excellent condition. Keene has been exceptionally fortunate in the high type of personnel in charge of its books. However, there might come a time when it would not be so fortunate, as has happened to other cities and towns, and I would therefore recommend that an annual external audit be made a requirement by city ordinance as a sound business policy. Annual audits in all towns and cities in the State of Maine are required by statute. I doubt if there is a business concern in the country transacting the volume of business each year that our city does but what requires an annual audit.
