Book excerpt: Excerpt from Fourth and Fifth Annual Reports of the Bureau of Animal Industry for the Years 1887 and 1888 Sir: I have the honor to submit herewith the Fourth and Fifth Annual Reports of the Bureau of Animal Industry, covering the work of the years 1887 and 1888, which have been combined for pub lication in one volume. An account is given therein of the opera tions of the Bureau for the suppression of the contagious pleuro pneumonia of cattle, of the investigations of various diseases of our domestic animals in different parts of the United States, and of in formation obtained bearing upon the present condition of the animal industry of the country. The period included in these reports embraces all of the work for the eradication of pleuro-pneumonia which has been done Since eu thority was given for applying such measures as are essential for the success of the work. Thus, during the first six months of the out break at Chicago, Ill. There was no authority to purchase and slaugh ter exposed animals, and an insufficient sum was available for the destruction of those actually diseased. The appropriation act for the year 1887 gave additional authority, however, and from the time it went into effect the work has gone on successfully. Before the close of the year 1887 this dangerous disease had been eradicated from Illinois, and as soon as this was accomplished the affected districts in the eastern section of the United States were placed in quarantine and a rigid supervision of the cattle traflic was estab lished. Although, as compared with the results of similar work in other countries, the time has been Short to demonstrate the effects Of the system here adopted, the progress has nevertheless been such as to give the greatest encouragement. The Western States, and all of the interior districts of the Eastern States, have been freed from the contagion. The disease no longer exists in Virginia or Pennsylvania. In Maryland it is confined to Baltimore; in New Jersey it is confined to Hudson County; in New York it is confined to New York City and to Brooklyn and its suburbs. In all of these places infected herds are slaughtered as soon as discovered, and the premises where they have been are thoroughly disinfected. N 0 other States are infected. The Department of Animal Industry has in its life of less than three years grown to substantial proportions, and, from the viewpoints of completeness of organization and the loyalty and all-round efficiency of its field and office staffs, is regarded by those who have had experience and association with similar departments in other States, and are thereby competent to judge, to have reached an enviable standard of excellence. To the stafi of agents above referred to there has during the past year been added two men, Dr. Edward A. Cahill and Dr. William H. Shannon, whose qualifications and fitness for special work cause them to rank among the best. Dr. Edward A. Cahill of Lowell, formerly associated with the Live Stock Sani tary Board of Pennsylvania, is, in my opinion, an especially valuable man, because his previous training in laboratory and field work in connection with hog-cholera control in Pennsyl vania has fitted him to engage in that branch of work for this department. Dr. William H. Shannon of Boston, a graduate of the veterinary department of the University of Pennsylvania, although the youngest man in term of service, is displaying a highly enviable degree of energy and interest in the work, and gives great promise of becoming an extremely valuable man for the department. Book excerpt: Excerpt from Eighteenth Annual Report of the Bureau of Animal Industry, for the Year 1901 The result is that much of our time is spent in training young men, who, as soon as they become competent, are called away to other posi tions where the salaries are higher. It has been said that these men remain in the country and the country has the benefit of the training which they have received here, and while this is true to a certain extent, it does not improve the situation from the farmer's point of view. These men do not necessarily continue in the same line of work. Some of them go as teachers where they are no longer engaged in original research; some of them go into commercial houses; and others may go into medical or veterinary practice. In all of these cases their services are absolutely lost to the field of agricultural investigation. It will probably be generally admitted that the Depart. Ment of Agriculture exists for the benefit of the agricultural industry, not to educate men for professors in universities, for experts in com mercial houses, or for practitioners of medicine; and, while it is desir able that men should be educated somewhere for such lines of work, their training is not a fair compensation to our stock raisers for delay in the solution of urgent and important problems or for failures to bring relief from constant and distressing losses. While we stop to train men to fill the places vacated, the expense of maintaining the laboratory goes on, the salaries now established go on, the experiment station must be kept in operation, but the work does not progress as it should. During the past six years the position of chief of the Pathological Division has three times become vacant, and inc-st of our investigators have been tendered positions with higher salaries than they are receiving here. As it requires at least two years for a new man, however competent he may be by education and preliminary training elsewhere, to become familiar with our methods, to understand our problems, and to get any reliable results from his experiments, it is readily seen that such frequent changes almost prevent the solution of the more serious and complicated ques tions with which we are confronted. To elucidate the practical ques tions connected with the control of hog cholera, for instance, requires a long series of experiments without interruption. And conducted by the same person.
