Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age; the role of policies such as mandatory water restrictions, labelling of water saving devices and promotion of public awareness; the role of water and wastewater tariff structures in achieving the goals of revenue generation, affordability, demand management and equity and the design of conservation oriented rate structures; and the role of water saving devices in providing technological solutions to household water conservation. The lack of such knowledge has been apparent to us in some of the journal articles, research proposals and books we have reviewed. The articles which have been written concerning specific local water economies and management issues are scattered over a wide variety of journals, making them hard to access. Most of the extensive water resources literature is concerned with large regional water projects or with narrow technical and regional issues. This book was written to make practical economic and engineering concepts readily available to urban water supply managers, thereby filling a gap in the available literature. It is concerned with decisions made daily, monthly, or annually by managers of urban water supply systems. The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. The special district—which can be as small as a low-budget mosquito abatement district or as vast as the Port Authority of New York and New Jersey—has become the most common form of local governance in the United States. In Governing the Tap, Megan Mullin examines the consequences of specialization and the fragmentation of policymaking authority through the lens of local drinking-water policy. Directly comparing specific conservation, land use, and contracting policies enacted by different forms of local government, Mullin investigates the capacity of special districts to engage in responsive and collaborative decision making that promotes sustainable use of water resources. She concludes that the effect of specialization is conditional on the structure of institutions and the severity of the policy problem, with specialization offering the most benefit on policy problems that are least severe. Mullin presents a political theory of specialized governance that is relevant to any of the variety of functions special districts perform. Governing the Tap offers not only the first study of how the new decentralized politics of water is taking shape in American communities, but also new and important findings about the influence of institutional structures on local policymaking.
