In other words, do they exercise influence in these processes? And if so, how and at which stage do they do this? This book seeks to answer the above questions by focusing on Malta - the smallest state in the EU - and whether it exercises influence in ‘uploading’ its preferences in two distinct stages of EU legislative decision-making processes - decision-shaping (formation) and decision-taking (adoption). The cases selected and analyzed showcase the Maltese government’s behaviour in legislative negotiations in differing EU policy spheres that are extremely relevant to it. These are the adoption of EU directives on pyrotechnic articles (falling under the EU competition and consumer health and safety policy spheres) and on the extension of EU long-term residence to beneficiaries of international protection (falling under EU immigration policy). As analyzed in the latter chapters of the book, Malta’s government has achieved varying degrees of success in its exercise of influence in these EU decision-making processes.

"Silent cinema" may rarely have been silent, but the sheer diversity of sound(s) and sound/image relations characterizing the first 20 years of moving picture exhibition can still astonish us. Whether instrumental, vocal, or mechanical, sound ranged from the improvised to the pre-arranged (as in scripts, scores, and cue sheets). The numerous Slovenes who were successful in attaining the positions available for citizens from new member states now work as Eurocrats at multiple locations across the EU’s institutional network. This work explores European integration from the perspective of Slovene Eurocrats by analyzing how Slovenes plot careers and lives in European terms.To this end, the author examines the experiences of Slovene Eurocrats in Brussels within the broader context of their life experiences and professional formation. Številni Slovenci so se uspešno prijavili za delo v institucijah EU in agencijah, ki se širijo z vsako naslednjo širitvijo EU; zdaj delajo kot evrokrati na različnih lokacijah v institucionalnem omrežju EU. Avtorica raziskuje integracijski proces iz vidika slovenskih evrokratov, pri čemer analizira njihove načrte kariernih poti, samo poklicno socializacijo in življenjske izkušnje, pridobljene v evropskih ustanovah. Raziskava slovenskih evrokratov oziroma evropskih uradnikov nam tako razgrinja številne poglede na nenehni družbeni proces, na evropsko integracijo.

Book excerpt: Regulating Europe explains why economic and social regulation is rapidly becoming the new frontier of public policy and public administration in Europe, both at the national and EU levels. Statutory regulation, implemented by independent regulatory bodies, is replacing not only older forms of state intervention but also, to some extent, the redistributive policies of the welfare state. Thus Regulating Europe is an examiniation of the emergence of the regulatory state as the successor of the Keynesian welfare state of the past. Contributions emphasize the parallelism of policy developments at the national and European levels. Part one provides the necessary theoretical background, including a new model of demand and supply of Community regulation. The second part presents a series of case studies of particular regulatory policies and institutions in the UK, Germany, France, Spain and the EU. Part three evaluates current policy and institutional developments, pointing out how the lack of a tradition of statutory regulation in Europe affects the design of the new institutions. Special attention is devoted to the issue of the democratic accountability of expert, politically independent agencies - a problem which, contrary to widespread opinion, is as severe at the national level as it is in Brussels. It is suggested that the requirements of democratic accountability, and of subsidiarity, cannot be met by re-nationalizing European policies, much less by increasing the current level of centralization. A more promising solution is the development of regulatory networks closely integrating national and supranational regulators.
