It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

We draw from the two last two declarations from which the Millennium Development Goals (September 2000) and the Sustainable Development Goals (September 2015) were adopted by world leaders with a focus on addressing the needs of the most vulnerable populations. In this declaration, world leaders committed to uphold the long-standing principles of the organization and to combat extreme poverty, hunger, disease, illiteracy, environmental degradation and discrimination and violence against women. The overall objective of the book is to highlight the conditions of vulnerable populations from various contexts globally, and the role adult and higher education can play (and is playing) in advancing the United Nations agenda of social and economic justice and environmental sustainability. Adult education, through research, teaching, and service engagements is contributing to this ongoing effort but as many scholars have noted, our work remains invisible and undocumented. Therefore, this book highlights adult education’s critical partnership in addressing these global issues. It will also begin to fill the void that exists in adult education literature on internationalization of the field.

Book excerpt: In the mid-1990s, when the United Nations adopted positions affirming a woman's right to be free from bodily harm and to control her own reproductive health, it was both a coup for the international women's rights movement and an instructive moment for nongovernmental organizations (NGOs) seeking to influence UN decision making. Prior to the UN General Assembly's 1993 Declaration on the Elimination of All Forms of Violence against Women and the 1994 decision by the UN's Conference on Population and Development to vault women's reproductive rights and health to the forefront of its global population growth management program, there was little consensus among governments as to what constituted violence against women and how much control a woman should have over reproduction. Jutta Joachim tells the story of how, in the years leading up to these decisions, women's organizations got savvy—framing the issues strategically, seizing political opportunities in the international environment, and taking advantage of mobilizing structures—and overcame the cultural opposition of many UN-member states to broadly define the two issues and ultimately cement women's rights as an international cause. Joachim's deft examination of the documents, proceedings, and actions of the UN and women's advocacy NGOs—supplemented by interviews with key players from concerned parties, and her own participant-observation—reveals flaws in state-centered international relations theories as applied to UN policy, details the tactics and methods that NGOs can employ in order to push rights issues onto the UN agenda, and offers insights into the factors that affect NGO influence. Its goal is, in part, to show how stories about international events and issues emerge and develop, and how these stories influence the uptake and limitations of global policy "solutions" around the world. Through the lens of narrative, this book examines the Women, Peace and Security (WPS) agenda, adopted by the United Nations Security Council twenty years ago. The agenda seeks to increase the participation of women in conflict prevention efforts and to protect the rights of women during conflict and peacebuilding. Those involved in the creation of the WPS agenda, including its strategies, guidelines, and protocols, tend to assume that implementation is the most critical element of it. But what can the stories about the agenda's emergence tell us about its limits and possibilities? Laura J. Shepherd examines WPS as a policy agenda that has been realized in and through the stories that have been told about it, focusing on the world of WPS work at the United Nations Headquarters in New York. She argues that to understand the implementation of the agenda we need to also understand the narration of the agenda's beginnings, its ongoing unfolding, and its plural futures. These stories outline the agenda's priorities and delimit its possibilities--as well as communicate and constitute its triumphs and disasters. As the book shows, much energy and resources are expended in efforts to reduce or resolve the agenda to a singular, essential "thing"--with singular, essential meaning. There is no "true" WPS agenda that practitioners, activists, and policymakers can apprehend and use as their guide; there is only a messy and contested space for political interventions of different kinds. Shepherd shows that the narratives of the WPS agenda incorporate plural logics but that this plurality cannot--should not--be used as an alibi for limited engagement or strategic inaction. Those seeking to realize the WPS agenda might need to live with the irreconcilable, the irresolvable, and the ambiguous.
