Book Serbia s Banking Sector Reform

Download or read book Serbia s Banking Sector Reform written by Gerhard Fink and published by . This book was released on 2008 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: General experience suggests a positive and causal link between financial development and economic growth. Is this already the case in Serbia with its quite distinct political and economic transition? Drawing from successful financial sector transition in Central and Eastern Europe (CEE), we discuss ongoing reforms in South Eastern European Countries (SEE) with a specific focus on Serbia. We find that recently tightened bank regulation and supervision, and growing foreign involvement in Serbia, follows the positive experience from CEE in a way that is conducive to economic development.

Book excerpt: The purpose of this Financial Sector Note (FSN) is to review recent developments in Serbia's financial system, and to provide policy recommendations for its future development. The FSN builds upon, complements, and seeks to expand, the broad financial sector reform agenda pursued under the ongoing Bank program, which is anchored on two adjustment operations - First and Second Public Financial Sector Adjustment Credits (PFSAC I and II), and parallel technical assistance efforts. The main objectives of this FSN are: 1) to provide an up-to-date snapshot of the Serbian financial sector (banks as well as non-bank financial institutions (NBFIs)), including an in-depth assessment of the performance of the banking sector, analyzing both the efficiency and stability characteristics of individual Serbian banks; 2) to identify existing constraints to financial intermediation, as well as potential systemic risks; and, 3) to reinforce previous messages to the Serbian authorities and the Bank's internal audience about the urgent necessity of implementing the next stages in financial sector reform. This report should be viewed as part of the broader ongoing assessment of how to deepen the reform process, in order to achieve faster growth and a greater impact on living standards. The findings of the FSN will serve as inputs into the design of the financial sector sections of the Country Economic Memorandum (CEM) and Country Assistance Strategy (CAS) for Serbia. Very importantly, the report endeavors to provide specific recommendations for the Bank's future support for financial sector development in Serbia, with the focus on identifying potential policy components in planned adjustment operations. Finally, the FSN is expected to lay the analytical and quantitative groundwork for the relevant sections of the Financial Sector Assessment Program (FSAP) report planned for 2005.

Book Republic of Serbia

Download or read book Republic of Serbia written by International Monetary Fund and published by International Monetary Fund. This book was released on 2010-05-27 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Technical Note reviews banking sector soundness and stress testing in Serbia. Serbia’s banking sector is well capitalized and liquid, but the corporate sector’s weak performance is a source of concern because of its adverse impact on nonperforming loans. Stress tests indicate that banks are quite resilient to further adverse shocks, but they remain vulnerable to credit risk. The results highlight that the banking system is most vulnerable to further exchange rate depreciation, through foreign currency induced credit risk, and a prolonged economic downturn.

Book Reforming Infrastructure

Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book Rethinking Power Sector Reform in the Developing World

Download or read book Rethinking Power Sector Reform in the Developing World written by Vivien Foster and published by World Bank Publications. This book was released on 2019-12-05 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

Book The Korean Financial Crisis of 1997 A Strategy of Financial Sector Reform

Download or read book The Korean Financial Crisis of 1997 A Strategy of Financial Sector Reform written by Mr.Angel J. Ubide and published by International Monetary Fund. This book was released on 1999-03-01 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: After years of strong performance, Korea’s economy entered a crisis in 1997, owing largely to structural problems in its financial and corporate sectors. These problems emerged in the second half of that year, when the capital inflows that had helped finance Korea’s growth were reversed, as foreign investors—reeling from losses in other Southeast Asian economies—decided to reduce their exposure to Korea. This paper focuses on the sources of the crisis that originated in the financial sector, the measures taken to deal with it, and the evolution of key banking and financial variables in its aftermath.

Book Indian Financial Sector

Download or read book Indian Financial Sector written by Rakesh Mohan and published by International Monetary Fund. This book was released on 2017-01-20 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper traces the story of Indian financial sector over the period 1950–2015. In identifying the trends and turns of Indian financial sector, the paper adopts a three period classification viz., (a) the 1950s and 1960s, which exhibited some elements of instability associated with laissez faire but underdeveloped banking; (b) the 1970s and 1980s that experienced the process of financial development across the country under government auspices, accompanied by a degree of financial repression; and (c) the period since the 1990s till date, that has been characterized by gradual and calibrated financial deepening and liberalization. Focusing more the third period, the paper argues that as a consequence of successive reforms over the past 25 years, there has been significant progress in making interest and exchange rates largely market determined, though the exchange rate regime remains one of managed float, and some interest rates remain administered. Considerable competition has been introduced in the banking sector through new private sector banks, but public sector banks continue have a dominant share in the market. Contractual savings systems have been improved, but pension funds in India are still in their infancy. Similarly, despite the introduction of new private sector insurance companies coverage of insurance can expand much further, which would also provide greater depth to the financial markets. The extent of development along all the segments of the financial market has not been uniform. While the equity market is quite developed, activities in the private debt market are predominantly confined to private placement form and continue to be limited to the bluechip companies. Going forward, the future areas for development in the Indian financial sector would include further reduction of public ownership in banks and insurance companies, expansion of the contractual savings system through more rapid expansion of the insurance and pension systems, greater spread of mutual funds, and development of institutional investors. It is only then that both the equity and debt markets will display greater breadth as well as depth, along with greater domestic liquidity. At the same time, while reforming the financial sector, the Indian authorities had to constantly keep the issues of equity and efficiency in mind.
