The first phase comprised the period after democratic changes which happened in Serbia (Oct. 5th, 2000) and establishing economic and diplomatic relations of Federal Republic of Yugoslavia (FRY) with European Union by visit of that time president of FRY to European Council (Oct. 2000). Serbia and European Union entered a new phase (the second phase) with the adoption of the “Thessaloniki Agenda for the Western Balkans” which affirmed the European perspective of the Western Balkan countries. Basis of Serbia - European Union relations and cooperation is defined in “European Partnership for the Republic of Serbia's”, an instrument with which moving towards European Integration by which it was foreseen so called European Partnership. The third phase comprises the period from the date of signing the Stabilization and Association Agreement between Serbia and European Union (May, 2008) shortly before election held in Serbia in May. Immediately after its signing the Agreement was set out of force until the conditions of total cooperation of Serbia with the Hague Tribunal are to be fulfilled The fourth phase - current phase, has challenged with global world financial and economic crises which could delay enlargement of the European Union with new countries.

Book excerpt: Western Balkans, and specifically Serbia, Bosnia and Herzegovina and Kosovo, are lagging significantly on the path to EU integration. Even twenty years after the conflict, these countries are burdened by ethnic and post conflict issues which hinder their progress on the path to EU integration. There is no alternative to this path, and it is one of the primary generators of reforms in the region. The most important parts of the reform which must be implemented are the fight against corruption and the judicial reform which will ensure the rule of law. Political influences and pressures on the judiciary are still widespread in this region, while politics and political parties are sources and generators of inequality that in turn breeds corruption in the society. The inclusion of the citizens in government decisions and government transparency are an exception rather than a rule. The reform processes are unfolding as a result of the engagement of the international community in the region, or as a result of an ultimatum by EU institutions and they are rarely a product of actions and will for democratic changes on part of the officials.

Most European leaders believe that the expanded European Union cannot function efficiently in the future unless the constitutional reform is finished. Having in mind the above mentioned facts we believe that the Serbia is being faced with long and uncertain way towards membership in the European Union.

Book excerpt: Five years after the fall of Slobodan Milosevic, it is still not clear where Serbia is heading. Indeed, it is not yet clear what, or even where Serbia is. Serbia's borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded. The political agenda remains heavily burdened by these open questions, and the baneful legacies of Milosevic's misrule. These divert politicians' attention from the equally demanding challenges of preparing for EU integration. Serbia needs to redefine its national identity and statehood in order to become capable of integrating into the EU. Serbia matters. With a population of 7.5 million, it is by far the largest country in the Western Balkans, and, as such, of crucial importance for the stability of the whole region. While the Serbs want to 'join Europe', they still do not fully trust it, and the feeling is reciprocated. Both sides now need to work to overcome their mutual incomprehension. This Chaillot Paper aims to make a start on that.

This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

Book excerpt: This thesis will investigate key trends in the political relationship between the EU and Serbia within a broader historical context. In order to better understand obstacles to EU accession by the remaining non-EU states in the Western Balkans, it is necessary to investigate their normative, or ideational foundations. Serbia is among the last few post-socialist countries from the Western Balkans to negotiate accession conditions with the EU. This is paradoxical in the sense that Serbia is a successor state to the Socialist Federal Republic of Yugoslavia, which was the first socialist country to successfully conclude a comprehensive trade agreement with the EU in 1970. Normative and domestic political factors have presented, over the years, serious obstacles to Serbia's European integration process. There are different views about the nature of the political factors that have caused a delay in Serbia's adoption of EU standards and norms. A conventional approach to this research question is to examine Serbia's performance against the strict accession criteria of the EU's political conditionality. This dissertation, however, embarks on analysing the role of normative factors in the complex and inherently social process that is Serbia's European integration. Based on fieldwork interviews with policymakers from Serbia and the EU, this thesis contends that the role of mainstream national discourses, informal institutions and diplomatic practices, and 'collective memory' has had a significant influence on Serbia's adoption of EU standards, directly impacting also on the EU conditionality towards Serbia. The EU's foreign policy towards Serbia produced better results for mutual cooperation when the EU adopted an innovative diplomatic approach by engaging in dialogue with the Serbian opposition.
