Founded by General Maxwell Thurman, this Headquarters Department of the Army (HQDA) asset is nested within the U.S. Military Academy's Department of Social Sciences. The intellectual freedom and community-of-practice provided by this academic setting promotes out-of-the-box thinking, allowing OEMA analysts to devise solutions to strategic challenges facing not just the Army and the Department of Defense (DoD), but other government agencies as well. In the last 4 years, OEMA has devoted a significant amount of its research to officer "talent management," systematic planning for the right number and type of officers to meet the Army's needs at all levels and at all times so that the majority of them are employed optimally. Despite a commissioned officer focus, many of OEMA's talent management principles generalize to any labor force, to include the other services, warrant officers, noncommissioned officers, and DoD civilians

The Army Talent Management Strategy outlines the rationale used to assess and develop talent. This paper identifies the significant shortfalls in Army processes designed to manage officer talent and establish career development milestones. Specifically, this paper focuses on the disparity between the requirements used to select officers for promotion in comparison to the factors that influence those decisions. The final section of this paper focuses on the recommendations to enhance the talent management process as it relates to evaluations and assignments. The first recommendation involves eliminating the amount of time served in a rating population as a factor that influences evaluations. The second recommendation addresses the issue of exceptional populations and the disenfranchisement of that population. Shinseki, “directed the U.S. Army Training and Doctrine Command to study the underrepresentation of women and racial minorities within the service’s senior officer ranks.” The Army continues to recognize diversity as a strategic imperative critical to readiness, increased lethality, and mission accomplishment. The US Army has focused on talent management in its Senior Officer Corps as one way of developing the next generation of leaders to work in that environment. Still, precious little has been written about talent management for the Department of the Army (DA) Civilians who comprise nearly one-third of the US Army, and who provide continuity in the organizations that conduct Army operations around the globe and across the Diplomatic, Information, Military, and Economic objectives. This paper focuses on talent management of DA Civilians. We start with a review of talent management literature, and then outline the general goals of talent management for any population. We will look at the current state of talent management for the DA Civilians, and make recommendations on how to better employ that talent. We end with a discussion about a lateral entry, a specific business talent management practice that may be suitable for use for DA Civilians.
