Book excerpt: During the 12 months ending 3 May 1970 the application of Engineer effort in the I and II Corps Tactical Zones has changed significantly, in consonance with the policies to Vietnamize the military operations and to pacify and strengthen the economy and political structure of South Vietnam. During this period the proportion of total Engineer effort in support of US troop units has remained relatively constant. However, the specific tasks are considerably more related to relocating US units from forward areas being turned over to ARVN and to supporting US units in pacification and regional development of populated areas. At the same time, the major Engineer effort once assigned to base construction is now being expended to build a primary road system. Thus the 18th Brigade effort devoted to strengthening and developing the economic and political structure of South Vietnam increased many fold this past year to become our present major requirement. The discussions which follow will be divided into three major categories: support of regional development and nationhood; support of US and Free World Forces; other items of interest.

Book excerpt: A salient feature of the situation in South Vietnam, during the period covered by this report, has been the degree of access of governmental authority and normal commerce to large segments of the population and the countryside. In early 1968 both the railroads and the highway and secondary road systems had been heavily interdicted. For all practical purposes movement was limited to those routes required for continuing military traffic and to travel by aircraft between population centers large enough to support fixed wing airfields. Although military forces were able to enter virtually any area at will, commerce was stagnant and regular governmental services were limited to province capitals and other population centers. This situation provided fertile areas for VC attack on residual governmental authority and for assumption of control by the VC infrastructure. As US engineer effort has shifted from the development of bases and fixed facilities to the opening, rehabilitation and upgrading of the major highway system, ARVN and other GVN construction agencies have tended to follow suit, opening railways and secondary feeder roads in concert with the highway program. The expansion in the means for access to the countryside has been a vital ingredient in the acceleration of the pacification program and in the revitalization of intra-Vietnam commerce, agriculture and industry. In the long run, this may be the most important US Engineer contribution--second only to the construction of the facilities through which forces were deployed into Vietnam--to the success of the US undertaking in Vietnam.

Book excerpt: The 2004 revelations of detainee maltreatment at the Abu Ghraib prison outside of Baghdad, Iraq have led to an exhaustive overhaul of Army doctrine and training with respect to this topic. The Army has identified disconnects in its individual, leader, and collective training programs, and has also identified the absence of a deliberate, focused doctrinal crosswalk between the two principal branches concerned with detainees, Military Intelligence (MI) and Military Police (MP). These problems and their consequences are real and immediate. The perceptions of just treatment held by citizens of our nation and, to a great extent the world at large, have been and are being shaped by the actions of the US Army, both in the commission of detainee maltreatment but also, and more importantly, in the way the Army addresses its institutional shortcomings. This study examines the relationship over time between doctrine in two branches of the Army Military Police (MP) and Military Intelligence (MI) and the Geneva Convention Relative to the Treatment of Prisoners of War (GPW). Specifically, it analyzes the MP detention field manual series and the MI interrogation field manual series to evaluate their GPW content. It also further examines the relationship of military police and military intelligence to each other in the enemy prisoner-of-war (EPW) and detainee operations environment, as expressed in their doctrinal manuals. Finally, the study looks at the Army's experience in detainee operations through the prism of six conflicts or contingency operations: the Korean War, Vietnam, Operation URGENT FURY (Grenada, 1983), Operation JUST CAUSE (Panama, 1989), Operation DESERT STORM (Iraq, 1991), and Operation UPHOLD DEMOCRACY (Haiti, 1994).
