He is widely recognised as a thought leader and authored three committees’ seminal reports. The first one on Jharkhand led to the formation of the new state. The Bodo Councils were born out of the report on Plains tribes of Assam. The tribal-customized Panchayat system in Scheduled Areas of nine States burgeoned based on the recommendations in the third report for the proposed law on extension of the provisions of the Constitution [73rd amendment] Act, 1992 to Scheduled Areas. Federal India was historically reconfigured. As a member of the second Commission on Scheduled Areas and Scheduled Tribes set up by the Government of India under Article 339(1), he played a key role in its activities and particularly in writing in major part its 2004 report. Post-retirement, he continues to tirelessly champion the cause in many ways. The Author felt the need to turn to fiction since any number of Central and State reports have produced disproportionately lower outcomes. He hopes that a work of sociological-fiction might spread interest among members of civil society, and create waves among millions of tribal friends all over the country through the messages of goddess Sene delivered, hopefully, in their own languages, to demand and secure their rights and entitlements democratically.

Book excerpt: I had the good fortune of having had the opportunity of looking after and serving the tribal people of the country for more than half a century during active career in the Indian Administrative Service as well as during post-retirement years. During all these years I travelled extensively in tribal areas, had intensive discussions with members of tribal communities, political masters as well as colleagues, academicians, activists etc. I particularly value the visits in the interior areas where I had close contacts and personal discussions with members of the most backward and vulnerable groups. Based on all these, I was enabled to write reports which contributed to the evolution of concepts, policies, strategies etc. towards tribal affairs generally and tribal development particularly.Post-retirement, inter alia, I drafted reports of three important committees. As a member of the Committee on Jharkhand Matters [1990], as chairman of the Three-Members Expert Committee on the Plains Tribes of Assam [1992] as an expert Member of the Committee of MPs and Experts for Law on Extension to Scheduled Areas of the 73rd Constitutional Amendment [also known as Bhuria Committee]. The three reports paved the way for a more satisfying configuration and administration of parts of federal India through legislative and administrative measures. Notably, the seeds of the last report sprouted into the well-known 1996 Provisions of Panchayats (Extension to the Scheduled Areas) Act, in short called PESA.The call of the Indian Constitution obliges justice to be delivered to the adivasis in the form of rights and entitlements it bestows on them. Towards that end, all the constituent players need to work in tandem. I present this book in a popular format, a tale of fiction grounded in reality. I hope that it will carry the message of effortless comprehension followed by dedicated action more than the reports I compiled earlier.This book narrates the story of a tribal girl, Sene, living in a village located in the remote Central Indian forested hills. She hails from a chief's clan belonging to a tribe called Munda. Her life is full of traumas, much more than the life of any other tribal woman. I have drawn upon some live characters and even adopted their real names. For example Alka Madhok ji, a social activist, who in real life helped, at my request, rescue in Delhi a tribal girls from the clutches of traffickers figures exactly as social activist in the concerned chapter. Second, I borrowed a couple of incidents from the early life of Savitri Bodra, my adopted tribal daughter staying with us for the last more than two decades. My study of sociology and field experience in development administration enabled me to weave the real with fiction.It is said that fact is stranger than fiction. It may be true to an extent. But it is difficult to accept it as an axiomatic truth. Sometimes, the fictional trumps the factual. I have mentioned that this book is a blend of sociology and fiction. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.

Book excerpt: This study is based primarily on secondary sources in English language and takes issue with Sikh historians to offer novel perspectives on the nature and function of Sikh misls. It covers the period beginning in the fall of 1709 when Banda Bahadur and his small band of Khalsa warriors stormed into Punjab and the Baisakhi day in 1801 when Ranjit Singh was proclaimed Maharaja of the Punjab. During this period Punjab was buffeted by political turbulence and confusion. Mogul empire was losing its majesty and luster and embroiled with an endless spiral of wars of succession that weakened the imperial grip over Punjab. The Moguls confronted a two-front war on two geographically separate fronts. In the north, primarily in Punjab, the repeated forays of Afghan invader Abdali so emasculated Mogul hold over Punjab that the Mogul emperor Ahmad Shah Bahadur ceded Lahore and Multan to Abdali. In the south the Marathas read the winds of change then blowing through imperial Mogul indicating an empire on the wane and in 1757 captured Delhi and vast swathes of countryside up to Saharanpur. With overpowering presence in the imperial city the Marathas now turned their eye on Punjab to drive the Afghan invader and occupier from the country. The Afghans and Marathas faced one another at Panipat. They fought three battles and in the final clash in January 1761 the Maratha army suffered a catastrophic defeat, ending Maratha hegemony over Punjab. Although Abdali managed to crush the Marathas once and for all, his ambition of hegemony over Punjab was quashed by his nemesis, the Sikh misls. And in this crucible of turbulence the Sikhs were to forge their destiny. Following the death of Banda Bahadur some of his followers for whom marauding had become a way of life formed their own jathas (gangs) and lived off plunder. On Baisakhi 1748 these bands or jathas were finally merged into one army, the Dal Khalsa divided into eleven misls with own name, leader and flag, under the supreme command of Jassa Singh Ahluwalia. The twelfth misl was the Phulkian misl but it was not an integral part of the Dal Khalsa. Pillaging skills that the jathas honed over the years were employed to pounce on Abdali's booty-laden caravan, hit and grab as much of loot and make a getaway to their strongholds and bulwarks in the hills and jungles; redoubts built for the purpose of better securing their persons and property against Afghan and Mogul search parties. The misls pillaged villages, merchants and traders. In time they changed their tactics. Instead of terrorizing the villages and towns they offered them protection (rakhi) against interlopers and in return exact some form of tithe. As a misl amassed large treasure, it also attracted greater following. The stronger misls would flex their muscles and intimidate the weaker ones. Territorial influence intensified rivalry and political maneuverings prompting some misldars to invite their counterparts to launch an attack on a chieftain with whom they had a bone to pick with. They double-crossed each other and often aligned themselves with the enemy (Moguls or Afghans), without compunction. As the authority of prominent and wealthy misldars diminished on their passing or old age, Ranjit Singh, chief of Sukerchakia misl, was able to amalgamate or annex them under his flag and proclaimed Maharaja.
