Book excerpt: The importance of good land governance to strengthen women s land rights, facilitate land-related investment, transfer land to better uses, use it as collateral, and allow effective decentralization through collection of property taxes has long been recognized. The challenges posed by recent global developments, especially urbanization, increased and more volatile food prices, and climate change have raised the profile of land and the need for countries to have appropriate land policies. However, efforts to improve country-level land governance are often frustrated by technical complexities, institutional fragmentation, vested interests, and lack of a shared vision on how to move towards good land governance and measure progress in concrete settings. Recent initiatives have recognized the important challenges this raises and the need for partners to act in a collaborative and coordinated fashion to address them. The breadth and depth of the papers included in this volume, all of which were presented at the World Bank s Annual Conference on Land Policy and Administration, illustrate the benefits from such collaboration. They are indicative not only of the diversity of issues related to land governance but, more importantly, highlight that, even though the topic is complex and politically challenging, there is a wealth of promising new approaches to improving land governance through innovative technologies, country-wide policy dialogue, and legal and administrative reforms. The publication is based on an on-going partnership between the World Bank, the International Federation of Surveyors, the Global Land Tool Network and the United Nations Food and Agriculture Organization provide tools that can help to address land governance in practice and at scale. It is our hope that this volume will be of use to increase awareness of and support to the successful implementation of innovative approaches that can help to not only improve land governance, but also thereby contribute to the well-being of the poorest and the achievement of the Millennium Development Goals.

Engagement programs are an effective way to work collaboratively towards a common threat reduction goal, usually with a strong focus on strengthening health systems and making the world a safer place. Cooperative programs are built upon trust and sharing of information and resources to increase the capacity and capabilities of partner countries. Biological engagement programs reduce the threat of infectious disease with a focus on pathogens of security concern, such as those pathogens identified by the U.S. Government as Biological Select Agent and Toxins. These programs seek to develop technical or scientific relationships between countries to combat infectious diseases both in humans and animals. Through laboratory biorisk management, diagnostics, pathogen detection, biosurveillance and countermeasure development for infectious diseases, deep relationships are fostered between countries. Biological engagement programs are designed to address dual-use issues in pathogen research by promoting responsible science methodologies and cultures. Scientific collaboration is a core mechanism for engagement programs are designed to strengthen global health security, including prevention of avoidable epidemics; detection of threats as early as possible; and rapid and effective outbreak response. Book excerpt: This book critically examines the global diffusion and local reception of resilience through the implementation of Disaster Risk Reduction (DRR) programmes in Pacific and Caribbean island states. Global efforts to strengthen local disaster resilience capacities have become a staple of international development activity in recent decades, yet the successful implementation of DRR projects designed to strengthen local resilience remains elusive. While there are pockets of success, a gap remains between global expectations and local realities. Through a critical realist study of global and local worldviews of resilience in the Pacific and Caribbean islands, this book argues that the global advocacy of DRR remains inadequate because of a failure to prioritise a person-orientated ethics in its conceptualization of disaster resilience. This regional comparison provides a valuable lens to understand the underlying social structures that makes resilience possible and the extent to which local governments, communities and persons interpret and modify their behaviour on risk when faced with the global message on resilience.
