Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations—a world in which self-determination was synonymous with nation-building—obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today’s international order.

Book excerpt: The principle of self-determination has at heart the achievement of true representation and democracy based on the idea that the consent of the governed alone can give government legitimacy. The principle was primarily responsible for the decolonisation process that shaped our current international community. `Self-determination' has been used in equal rhetorical brilliance by a number of leaders - some meritorious, with a genuine concern for human emancipation, others dubious, with ascendancy to power at the heart of their project. In any case, `self-determination' has come to mean different things in different contexts. Being a vital principle, especially in the post-colonial state, it is one factor that represents a threat to world order while at the same time holding out the promise of longer-term peace and security based on values of democracy, equity and justice. This book looks at the intricacies of the norm in its current ambiguous manifestation and seeks to deconstruct it with regard to three particularly inter-related discourses: that of minority rights, statehood and sovereignty, and the doctrine of uti possidetis which shaped the modern post-colonial state. These norms are then analysed further within two case studies. One, concerning the creation of Bangladesh where `self-determination' was achieved. The second, examines the situation in the Western Sahara where `self-determination' (whatever its manifestation) is yet to be expressed. In the course of these case studies we seek to highlight the problematic nature of `national identity' and the `self' in settings far removed from post-Westphalian Europe.

It does this within the context of contested citizenship, ethnic identity politics and the unresolved crisis of state ownership and legitimacy, which all feeds into the 'National Question' in the Nigerian public space. The thesis proceeds from a theoretical standpoint that places the 'Igbo Question' within the framework of the 'tri-polar' power struggle and competition among the three major ethnic groups in Nigeria. Based on a prior idea of statehood which is rooted in the aborted secessionist attempts of the Igbo ethnic group from the Nigerian state between 1967 and 1970, and drawing on the case of an Igbo ethno-nationalist separatist movement in Nigeria, known as the Movement for the Actualisation of the Sovereign State of Biafra (MASSOB), this thesis focuses on the use of 'territory' and 'space' as components of the 'repertoires of contention' in the quest for political change, sovereignty and self-determination. This provides the context in which 'claims' and 'counter-claims' of security, territoriality and sovereignty are enacted. While the thesis draws substantially on various forms of group and sub-national rights which have been identified and studied in international law, political philosophy and social science literature generally, it transcends these debates, but focuses more on the actual processes of appropriating, interpreting and applying these rights and laws against the state in specific contexts. The analysis of the 'Igbo Question' draws on issues and perspectives surrounding the salience, construction, mobilization and politicization of ethnic identity, and the dynamics of its deployment and use in national politics, coupled with the diverse struggles, contentions and conflicts inherent in it. The research provides an innovative and empirically grounded insight into the processes of 'juridification' of self-determination rights for groups within the nationstate in Africa; the dynamics, constraints and possibilities inherent in the mobilization of these rights and laws; the emancipatory potentials or transformative ends of these rights and laws; and the role of violence in nation-building processes in Africa.

In this trenchant critique, Siba N'Zatioula Grovogui demonstrates the failure of international law to address adequately the issues surrounding African self-determination during decolonization. Challenging the view that the only requirement for decolonization is the elimination of the legal instruments that provided for direct foreign rule, Sovereigns, Quasi Sovereigns, and Africans probes the universal claims of international law. Grovogui begins by documenting the creation of the "image of Africa" in European popular culture, examining its construction by conquerors and explorers, scientists and social scientists, and the Catholic Church. Using the case of Namibia to illuminate the general context of Africa, he demonstrates that the principles and rules recognized in international law today are not universal, but instead reflect relations of power and the historical dominance of specific European states. Grovogui argues that two important factors have undermined the universal applicability of international law: its dependence on Western culture and the way that international law has been structured to preserve Western hegemony in the international order. This dependence on Europeandominated models and legal apparatus has resulted in the paradox that only rights sanctioned by the former colonial powers have been accorded to the colonized, regardless of the latter's needs. In the case of Namibia, Grovogui focuses on the discursive strategies used by the West and their southern African allies to control the legal debate, as well as the tactics used by the colonized to recast the terms of the discussion. Grovogui blends critical legal theory, historical research, political economy, and cultural studies with profound knowledge of contemporary Africa in general and Namibia in particular. Sovereigns, Quasi Sovereigns, and Africans represents the very best of the new scholarship, moving beyond narrow disciplinary boundaries to illuminate issues of decolonization in Africa. It is explanatory or analytical study based on systematic review of literature analyzed through unstructured qualitative method. Sources utilized for this study include books, legal documents and internets sources. The initial quest of the Ibos was internal self-determination. However, the absence of appropriate response resulted to the genesis for Biafranization. Ultimately, the Ibos made an attempt to achieve their goal violently. Violent quest for Biafranization had failed due to internal and external factors. Its failure also resulted to hampered development of democratic principles, undermined sense of nationalism, brought negative impact on the economy, stability, security, inter-ethnic and intra-ethnic, and ethnic nationalism became the dominant feature in the region. The conflict due to the quest for self-determination were often driven by their perceived political, economic, and cultural oppression. Such type of conflicts often goes through similar development process, but are usually defeated by military force. Both African governments and the international community were generally not sympathetic to these forms of activities. As a result, very few of these movements were successfully achieved their goal and won the right to self-determination (secession). Despite the limited success of these movements of self-determination, they have nevertheless caused considerable damage and destruction in socio, economics, and political life of the people in the continent. In fact, these movements of self-determination were caused by economic backwardness, competition to control natural resources, dysfunctional governments, and fractionalized societies (i.e. ethnic and religious).
