Book excerpt: We shall examine the validity of 16 experimental designs against 12 common threats to valid inference. By experiment we refer to that portion of research in which variables are manipulated and their effects upon other variables observed. It is well to distinguish the particular role of this chapter. It is not a chapter on experimental design in the Fisher (1925, 1935) tradition, in which an experimenter having complete mastery can schedule treatments and measurements for optimal statistical efficiency, with complexity of design emerging only from that goal of efficiency. Insofar as the designs discussed in the present chapter become complex, it is because of the intransigency of the environment: because, that is, of the experimenter’s lack of complete control.

For example, sometimes they are prevented from reaching their full-term. This would happen if, as a condition of participation, subjects insist on receiving the treatment program within a certain timeframe. This timeframe may be shorter than the full-term required to get a measure of impact as intended by the program developers. If the controls get exposure to the program before the treatment group gets a full-term exposure, then a valid counterfactual to treatment for measuring the full-term effect is lost, and an alternative has to be established by some other means. In this situation, the researcher has a few options, including: 1) to include an outside comparison group as an alternative control group for when the experimental control group joins treatment (Shadish, Cook and Campbell, 2002); and 2) to estimate impact using an "extra-experimental" method (Bell and Bradley, 2008) which uses impact estimates from earlier birth cohorts in the same experiment to build up a counterfactual for the treatment group. Benefits of the latter approach are that it does not rely on an outside comparison group, and it rules out selection bias and the effects of secular trends that may affect student performance. This work builds on the experimental research tradition in education (Bloom, Bos and Lee, 1999; Boruch et al., 2002; Cook, 2002; Raudenbush, 1997). It can be considered is a first step in investigating the merits and limitation of alternative methods of obtaining program impact estimates in situations where a control group joins treatment before a program has had the opportunity to come full-term. The authors compare the pros and cons of quasi- and extra-experimental impact estimates. The work has both theoretical and empirical components which they outline in this paper.

The next chapters deal with the successes and failures brought by social innovations; the quasi-experimental evaluation in compensatory education to estimate the true effects of such education programs; and the usefulness and validity of econometric and related nonexperimental approaches for assessing the effects of social programs. These topics are followed by surveys of a number of additional program-evaluation studies, particularly in the field of family planning or fertility control, mostly carried out as experiments or quasi-experiments in Asian and Latin American countries. Other chapters describe the decision processes that involve explicit assessment of the worth or merit of outcomes and employ multivalued utility analysis and outline the ways in which evaluative data are useful in providing feedback to program or institutional operations and decisions. Book excerpt: This paper estimates the incumbency effects in elections to the House of Representatives of 45 states in the United States using a quasi-experimental research method, regression discontinuity design (RDD). This design isolates the causal effect of incumbency from other contemporaneous factors, such as candidate quality, by comparing incumbents and non-incumbents in close contests. I find that incumbents in state legislative elections have a significant advantage, and this advantage serves as a strong barrier to re-entry of challengers who had previously been defeated. However, the incumbency advantage estimated using the RDD is much smaller than are the estimates using existing methods, implying a significant selection bias in the latter.
