It is structured with three themes: understanding global forest sector issues, discussing the contribution of modeling efforts to forest sector analysis, and discussing the role of Japanese forest policy in a global sense. The most important features are the case studies using various types of forest sector models. From a modeling perspective, changes in modeling efforts include more detail of spatial and multiple market levels, intergenerational welfare concerns, non-market valuation issues, and explicit treatment of the uncertainty inherent in both the policy process and in the biophysical systems. The reader of this book will benefit not only from presentation of forest utilization issues in different nations, but also from the interrelatedness of the theory and application of forest sector modeling.

The Wealth of Forests is a pioneering attempt to grapple with the policy implications of the transition to sustainable forestry. Its survival, Roger Hayter argues, rests on its ability to remain flexible and open to innovation -- a future by no means assured given recent policy initiatives and the current contested nature of British Columbia's forests. Flexible Crossroads looks at the contemporary restructuring of British Columbia's forest economy, demonstrating how both resource dynamics -- the transition from old growth to managed forests -- and industrial dynamics -- changing technology and global market forces -- have shaped this transformation. Conceptually, the restructuring is portrayed as a shift from a commodity-based, cost-minimizing production system (Fordism) to a more product-differentiated, value-maximizing production system informed by the imperative of flexibility. The first part of the book provides global and historical perspectives by situating British Columbia's forest economy within the wider context of global industrialization, the history of resource dynamics, and the current shift from Fordist to more flexible systems of production. In the second part, Hayter assesses the extent to which British Columbia's forest economy is enacting this shift by focusing on factors such as foreign ownership, the strategies and structure of MacMillan Bloedel, the role of small firms, trade relations, employment and labour relations, forest community development, environmentalism and resource use, and innovation policy. The methodology included analysis of trends in & cycles of prices, quantities, and cost & revenue shares; and generation & analysis of partial & total factor productivity (TFP) using multilateral index methods. A simple econometric model was employed to examine the extent that output & technological progress influence TFP. The results demonstrate which cost factors should be targeted for cost effectiveness & productivity improvements, test a hypothesis that TFP is a function of many variables, and reveal the need for various improvements in the forest sector.

Hierarchy in the Forest addresses this question by examining the evolutionary origins of social and political behavior. Christopher Boehm, an anthropologist whose fieldwork has focused on the political arrangements of human and nonhuman primate groups, postulates that egalitarianism is in effect a hierarchy in which the weak combine forces to dominate the strong. The political flexibility of our species is formidable: we can be quite egalitarian, we can be quite despotic. Hierarchy in the Forest traces the roots of these contradictory traits in chimpanzee, bonobo, gorilla, and early human societies. Boehm looks at the loose group structures of hunter-gatherers, then at tribal segmentation, and finally at present-day governments to see how these conflicting tendencies are reflected.
