This volume follows the general plan of the other volumes in this series and contains affirmative and negative briefs, a selected bibliography, and reprints of valuable material covering the history and present status of the Monroe Doctrine, and also the arguments for and against its retention as a part of our permanent foreign policy. The continued demand for reference material on the Monroe Doctrine has made necessary, in a year's time, a new edition of this Handbook. The bibliography has been enlarged to admit references not only to the recent literature on the Monroe Doctrine, but also to many articles on Pan-Americanism, a subject with which discussion of the Doctrine tends to become more and more closely allied. The best of these articles have been reprinted for this edition and will be found at the end of the book, in the section entitled Additional Reprints. The articles in the General, Affirmative, and Negative Discussions have been reprinted as they appeared in the original edition.
