While no bill has been passed to this date, the debates have been the means of arousing the public to the present condition of American shipping, and of reviving discussion of this subject to a considerable degree. In response to the resulting demand for material on this question, this volume has been compiled for the use of students, debaters and others wishing to make a study of the question. It attempts to set forth the facts in regard to the history of our merchant marine and its present status with regard to the shipping of other nations. The arguments for and against government ownership and control are also presented. In keeping with the general plan of the series, this volume contains affirmative and negative briefs, a selected bibliography, and reprints of much valuable material on the question. So strong has grown the feeling on this subject that both houses of Congress have had since 1904 a merchant marine commis sion investigating conditions and advising as to what may be done to rebuild our foreign merchant marine.
