Book excerpt: Excerpt from Selected Articles on Disarmament In some features it departs from the usual plan of this series and is not arranged as a debate. In the first place it seemed impossible to arrange a systematic debate if all the diverse points of view among advocates of disarmament were to be represented. In the second place there is comparatively little active opposition. There is, on the other hand, a counter prop aganda, for a strong army, a big navy, and for aerial and chemical armament. In place of the usual division into Affirm ative and Negative, the book, following the General Discussion, has accordingly been divided into two parts, with the headings: For Disarmament; and For Continued Armaments. The bulk of material is much greater on the side for Disarmament. The Big Army and Navy advocates are not doing so much talking now. They talked in the Preparedness campaign before 1916 when the navy building program was adopted and are now harvesting the fruits in the naval appropriation bill. Book excerpt: This book analyzes the United States and Russia’s nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. One is International Arbitration, the other, Disarmament. Debaters, it is found, have, in most cases, chosen to consider these two means to the same end separately, debating either a question such as: Resolved that an international court of arbitration should be established; or, Resolved that the time is now ripe for the disarmament of nations. In practice, it is probable that the two would work out together. Nations would not agree to disarm until some satisfactory arrangement had been made for the arbitration of difficulties, while on the other hand, the general practice of resorting to arbitration would make the continued maintenance of armaments unnecessary. It was decided, therefore, that this handbook should cover the whole subject of world peace, making the question one of the substitution of law for force, with arbitration and disarmament considered as joint means to that end. Debaters may still prefer to divide the question; in which case they will find in this volume material bearing on either phase that they may choose. The work was begun with the thought that the question would turn on the possibility of bringing about world peace. It was learned with some surprise that a strong case is still made out by militarists against its desirability. War is still extolled as a nursery for the manly virtues, and the scope of this book has accordingly been broadened to cover the affirmative and negative sides to this contention.
