Book excerpt: To assess the losses associated with future earthquakes, seismic vulnerability functions are commonly used to correlate the damage or loss of a structure to the level of seismic intensity. A common procedure in seismic vulnerability assessment is to estimate the seismic fragility, which is defined as the conditional probability that a structure fails to meet the specific performance level for given level of seismic intensity. This dissertation proposes a methodology to estimate the fragility of corroded reinforced concrete (RC) bridges with two-column bents subject to seismic excitation. Seismic fragility functions are first developed for the RC bridges with two-column bents. All available information from science/engineering laws, numerical analysis, laboratory experiments, and field measurements has been used to construct the proper form of the fragility functions. The fragility functions are formulated, at the individual column, bent, and bridge levels, in terms of the spectral acceleration and the ratio between the peak ground velocity and the peak ground acceleration. The developed fragility functions properly account for the prevailing uncertainties in fragility estimation. The probabilistic capacity and demand models are then combined with the probabilistic models for chloride-induced corrosion and the time-dependent corrosion rate. The fragility estimates for corroded RC bridges incorporates the uncertainties in the parameters of capacity and demand models, and the inexactness (or model error) in modeling the material deterioration, structural capacity, and seismic demands. The proposed methodology is illustrated by developing the fragility functions for an example RC bridge with 11 two-column bents representing current construction in California. The developed fragility functions provide valuable information to allocate and spend available funds for the design, maintenance, and retrofitting of structures and networks. This study regarding the vulnerability of corroding RC bridges will be of direct value to those making decisions about the condition assessment, residual life, and the ability of lifeline structures to withstand future seismic demands.

Book excerpt: The effect of corrosion on a single-bent, reinforced concrete (RC) bridge subject to seismic loading is the primary focus of this research. This work attempts to determine the effects of decreasing rebar diameter and concrete cover spalling on the strength and stiffness of the RC bridge. The application of these results to the field of historic preservation will also be explored. Through the use of static and dynamic analyses, this research shows that the effects of corrosion only have a slight influence on the seismic fragility of the RC bridge. The loss of three inches of concrete cover from the bridge column is shown to have a greater effect on the strength and stiffness of the bridge than decreasing the rebar diameter by 10%. The deformation capacity and demand both increase for bridges with reduced reinforcing steel and concrete cover; however, the capacity increases to a greater degree than the demand. The seismic fragility of the bridge based on deformation criteria is greatest for the pristine structure, and it decreases as the level of damage increases. Future work should include verifying the hysteretic behavior by accounting for reinforcement slip caused by a loss of bond.

Book excerpt: The objective of this study is to develop methodologies to estimate and predict the fragility of deteriorating reinforced concrete (RC) bridges, and to identify the effect of design and construction parameters on the reliability of RC bridges over time to assist in the design and construction process. To accurately estimate the fragility of deteriorating bridge, probabilistic capacity and demand models are developed. In addition, to simplify the calculation cost maintaining accuracy, fragility increment functions are developed. The proposed fragilities account for model uncertainties in the structural capacity, demand models, corrosion models. Furthermore, proper account is made of the uncertainties in the environmental conditions, material properties, and structural geometry. To identify the effect of design and construction parameters on the reliability of RC bridges, a sensitivity and importance analysis is conducted. Sensitivity analysis for an example bridge subject to corrosion is carried out to identify which parameters have the largest impact on the reliability over time. This dissertation considers different combinations of chloride exposure condition, environmental oxygen availability, water-to-cement ratios, and curing conditions, which affect the reliability of bridges over time. The developed models are applicable to both existing and new RC bridges and may be employed for the prediction of service-life and life-cycle cost analysis of RC bridges.

Book excerpt: The improved seismic performance and cost-effectiveness of two innovative performance-enhancement technologies in typical reinforced concrete bridge construction in California were assessed in an analytical and experimental study. The technologies considered were lead rubber bearing isolators located underneath the superstructure and fiber-reinforced concrete for the construction of bridge piers. A typical five-span, single column-bent reinforced concrete overpass bridge was redesigned using the two strategies and modeled in OpenSees finite element program. Two alternative designs of the isolated bridge were considered; one with columns designed to remain elastic and the other such that minor yielding occurs in the columns (maximum displacement ductility demand of 2). The analytical model of the fiber-reinforced concrete bridge columns was calibrated using the results from two bidirectional cyclic tests on approximately 0¼-scale circular cantilever column specimens constructed using concrete with a 1.5% volume fraction of high-strength hooked steel fibers, relaxed transverse reinforcement, and two different longitudinal reinforcement details for the plastic hinge zone. Pushover and nonlinear time history analyses using 140 ground motions were carried out for the different bridge systems. The PEER performance-based earthquake engineering methodology was used to compute the post-earthquake repair cost and repair time of the bridges. Fragility curves displaying the probability of exceeding a specific repair cost and repair time thresholds were developed. The total cost of the bridges included the cost of new construction and post-earthquake repair cost required for a 75 year design life of the structures. The intensity-dependent repair time model for the different bridges was computed in terms of crew working days representing repair efforts. A financial analysis was performed that accounted for a wide range of discount rates and confidence intervals in the estimation of the mean annual post-earthquake repair cost. Despite slightly higher initial construction costs, considerable economic benefits and structural improvements were obtained from the use of the two performance-enhancement techniques considered, in comparison to the fixed-base conventionally reinforced concrete bridge, especially seismic isolation. The isolation of the bridge superstructure resulted in a significant reduction in both column and abutment displacement and force demands. The repair time of the isolated bridges was also significantly reduced, leading to continuous operation of the highway systems and reduced indirect economic losses. The experimental and analytical results also demonstrated that the use of fiber-reinforced concrete to build bridge columns leads to improved damage-tolerance, shear strength, and energy dissipation under cyclic loading compared to conventional reinforced concrete columns. These improvements result in better seismic performance and lower total 75-year cost of the fiber-reinforced column bridges.

Book excerpt: Many bridges in North Eastern region of U.S. were designed prior to the adoption of the AASHTO LRFD Guide Specifications for seismic design and may be vulnerable to damage during an earthquake event. This study evaluates the seismic vulnerabilities of those bridges and the structural factors that could affect their performance during a seismic event. The effects of load demands and age deteriorations were also studied. Aging of certain bridge components such as bearings, columns, and bent caps can affect the capacity and demands of these components and accordingly might affect the global behavior and capacity of a bridge during an earthquake event. The concept of fragility curves was studied as a potential tool for evaluating the seismic performance of new bridges, existing bridges and retrofitted bridges for various bridge types subjected to different peak ground acceleration levels. Fragility curves represent the probability of a structure to experience damage levels higher than specific damage state at different peak ground acceleration. Possible retrofit measures for various bridge components were reviewed, and analyzed for their effectiveness. These include superstructure restrainers, stoppers, shear keys, isolation bearings, bent cap strengthening and column jacketing. Existing research shows that the concept of fragility curves can be used to identify bridge vulnerability and level of damage. They can also be used to identify performance and level of damage of various retrofit measures. The effect of aging of certain components such as stiffening and locking of bearings and corrosion of confining steel in columns need to be included when evaluating bridge load demands and capacities. Different types of concrete bridges (typical in North Eastern United States) were analyzed using elastic response spectrum and nonlinear push-over analysis for low, medium-to-high, and high seismicity levels. The effects of pier configuration, continuity between the superstructure and the substructure, and the number of spans were investigated. Analysis results showed that in the longitudinal direction, the displacement demand increased for multi-column bents compared to single-column bents. However, the overall D/C ratio dropped in both transverse and longitudinal directions. The results also showed that in the longitudinal direction the benefit of having multi-column bent over single-column bents in integral bridges is dependent on the seismicity levels. The D/C (demand/capacity) ratio for single column bents in the longitudinal direction was much lower for integral (monolithic) bents compared to non-integral bents. In the transverse directions, the difference in the D/C ratio was not significant. For multi-column bents, the percent change by having integral bents over non-integral bents was dependent on the seismicity levels. For high seismicity zones, the benefits of having Integral bents becomes more significant. This investigation presents guidance on incorporating the effects of aging and retrofitting in the finite element modeling of bridges subjected to various levels of earthquake ground motions.

Present infrastructure management mainly relies on qualitative evaluation, where bridge safety and serviceability are judged through routine visual inspection. With the successive increase in the number of severely deficient bridges and the limited available resources, it is crucial to develop a performance-based quantitative assessment evaluation approach that enables an accurate estimation of aging bridges ultimate and seismic capacities and ensures their serviceability. Reinforcement corrosion is the main cause of most of North American concrete infrastructure deterioration. Experimental investigations prove that reinforcement corrosion results in reduction of the steel reinforcement cross sectional area, localized (or global in very extreme cases) loss of bond action, concrete spalling, loss of core concrete confinement, and structural collapse. Field observations show that damage due to reinforcement corrosion in reinforced concrete (RC) bridge columns is localized in highly affected zones by splash of deicing water. In this thesis, an innovative performance-based semi-quantitative assessment framework is developed using newly developed simplified nonlinear static and dynamic finite element analysis approaches. The framework integrates the bridge's available design and after-construction information with enhanced inspection and additional material testing as sources for accurate input data. In order to evaluate the structural performance and the capacity of the corrosion-damaged bridge columns, four nonlinear static and dynamic analysis approaches have been developed: (i) simplified nonlinear sectional analysis (NLSA) approach that presents the basis of the analysis approaches to estimate the ultimate and seismic capacities, and serviceability of bridge columns; (ii) simplified nonlinear finite element analysis (NLFEA) approach, which enables estimating the ultimate structural capacity of corrosion-damaged RC columns; (iii) simplified hybrid linear/nonlinear dynamic finite element analysis (SHDFEA) approach to evaluate the serviceability of the bridge; and, (iv) simplified non-linear seismic analysis (SNLSA) approach to evaluate the seismic capacity of the bridge columns. The four analysis approaches are verified by comprehensive comparisons with available test experimental and analytical results. The proposed semi-quantitative assessment framework suggests three thresholds for each performance measure of the evaluation limit states to be decided by the bridge management system team. Case studies are presented to show the integrity and the consistency of using the proposed assessment framework. The proposed assessment framework together with the analysis approaches provide bridge owners, practicing engineers, and management teams with simplified and accurate evaluation tools, which lead to reduce the maintenance/rehabilitation cost and provide better safety, and reduce the variation in the data collected using only traditional inspection methods.
