Book excerpt: This comparative analysis of the sometimes fraught process of achieving democratic governance of security intelligence agencies presents material from countries other than those normally featured in the Intelligence Studies literature of North America and Europe. Some of the countries examined are former Communist countries and several in Latin America are former military regimes. Others have been democratic for a long time but still experience widespread political violence. Through a mix of single-country and comparative studies, major aspects of intelligence are considered, including the legacy of, and transition from, authoritarianism; the difficulties of achieving genuine reform; and the apparent inevitability of periodic scandals. Authors consider a range of methodological approaches to the study of intelligence and the challenges of analysing the secret world. Finally, consideration is given to the success – or otherwise – of intelligence reform, and the effectiveness of democratic institutions of control and oversight. This book was originally published as a special issue of Intelligence and National Security.

Book excerpt: In this volume, Latin Americanist scholars explore the recent evidence relating to the ways in which partial state failure in the continent is interacting with new types of organized violence, thereby undermining the process of democratic consolidation that has characterized Latin America over the past two decades. This 'new violence' stems - as this book's case studies from Colombia, Peru, Argentina, Venezuela, Brazil and other countries, including El Salvador, show - from a heterogeneous variety of social actors including drug mafias, peasant militias and urban gangs (collectively referred to as actores armadas), as well as state-related actors like the police, military intelligence agencies and paramilitary forces. These armed actors are reproducing organized social and political violence beyond the confines of democratic politics and civil society. The results, as the authors warn, include both 'governance voids' - domains where the legitimate state is effectively absent in the face of armed actors prevailing by force - and an erosion of the capacity and willingness of state officials themselves to abide by the rule of law. These tendencies, in turn, pave the way for a possible reinstallation of authoritarian regimes under the control of politicized armies or, at the very least, the spread of state violence in one form or another. Why these tendencies need to be taken so seriously is, the authors argue, because of the deeper social roots underlying them - notably the failure of neoliberal economic policies and weakened state structures to deliver the jobs, standards of living and social services every democratic citizenry has a right to expect. The Argentinian collapse and persistent Colombian and Venezuelan crises receive special attention in this regard.

En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

In Argentina, a rising fear of crime has led to the politics of Seguridad, a concept that amalgamates personal safety with state security. As a new governing rationale, Seguridad is strengthening forms of police intervention that weaken the democracy. As they target crime, the police have the power to deny rights, deciding whether an individual is a citizen or a criminal suspect - the latter often being attributed to members of vulnerable groups. This study brings together key issues of governance that involve the police, democracy, and the quality of citizenship. It sheds light on how the police act as gatekeepers of citizenship and administrators of rights and law. Here, the rhetoric of Seguridad is seen as an ideological framework that masks inequality and unites "good" citizens. Seguridad shows how police practices should be part of our understanding of regimes and will appeal to anyone concerned with security forces, as well as researchers in democratic theory and Latin American politics.
