Book excerpt: Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Book excerpt: In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-HÃ?¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. Book excerpt: Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.
