Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. Book excerpt: Security sector reform (SSR) is that set of policies, plans, programs, and activities that a government undertakes to improve the way it provides safety, security, and justice. This is a complex and involved task against which Captain Howk evaluates the early international effort to rebuild effective governance in Afghanistan. The purpose of this case study is to document the lessons learned through the development and execution of the SSR program in Afghanistan, with special emphasis from 2002 through 2003. The author has a unique and enviable position from which to observe the inner workings of the highest level commands in Afghanistan-first as an Aide de Camp to then Major General Karl Eikenberry during his first tour in Afghanistan and as the current Aide de Camp to General Stanley McChrystal. This paper is not only a case study, but in effect is a primer on SSR. It critically evaluates the underlying theories of SSR and discusses how SSR should work in an operational environment. The paper concludes by reexamining the development of the strategy and implementation of the SSR effort in Afghanistan. By 2002 it was clear that SSR was an important focus, and it was recognized to be essential for the successful development of economic and governance institutions in Afghanistan. The paper uses the four major elements of the security sector as outlined by D. Hendrickson and A. Karkoszka to focus on seven key objectives. To narrow the scope of the paper, the author details the role of four typical actors involved in SSR: donor nations; recipient state of Afghanistan; multilateral participants such as the United Nations (UN), SSR experts, and nongovernmental organizations; and regional security cooperation entities such as the North Atlantic Treaty Organization and the Association of Southeast Asian Nations. The paper provides an insider's view of the preparation accomplished by the leadership team prior to entering Afghanistan, and then it provides a critical assessment of the SSR activities that were conducted. The paper incorporates an assessment by General Eikenberry in which he assesses the implementation of the SSR Strategy in 2002-03. The author concludes with several lessons learned in communication, staffing, interagency issues, leadership, and implementation, noting several rules of thumb and best practices. Captain Howk recommends that SSR be the single, primary duty for a senior leader so that it does not decline in scope and emphasis, and that planners determine the refined mission objectives and goals for such a position should it be reinstated. He further recommends that the United States create an SSR coordinator on the National Security Council to integrate and synchronize all agencies and departments. Finally, he recommends that we consider former UN Secretary General Lakhdar Brahimi's advice that lead nations remain patient. Afghanistan must be mentored and given every opportunity to succeed.

Book excerpt: By the middle of 2007, Afghans had become increasingly disillusioned with a state-building process that had failed to deliver the peace dividend that they were promised. For many Afghans, the most noticeable change in their lives since the fall of the Taliban has been an acute deterioration in security conditions. Whether it is predatory warlords, the Taliban-led insurgency, the burgeoning narcotics trade or general criminality, the threats to the security and stability of Afghanistan are manifold. The response to those threats, both in terms of the international military intervention and the donor-supported process to rebuild the security architecture of the Afghan state, known as security-sector reform (SSR), has been largely insufficient to address the task at hand. NATO has struggled to find the troops and equipment it requires to complete its Afghan mission and the SSR process, from its outset, has been severely under-resourced and poorly directed. Compounding these problems, rampant corruption and factionalism in the Afghan government, particularly in the security institutions, have served as major impediments to reform and a driver of insecurity. This paper charts the evolution of the security environment in Afghanistan since the fall of the Taliban, assessing both the causes of insecurity and the responses to them. Through this analysis, it offers some suggestions on how to tackle Afghanistan’s growing security crisis.

Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.
