In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. Book excerpt: Since its origins in late eighteenth-century European thought, the idea of placing a regional frame around the Pacific islands has never been just an exercise in geographical mapping. This framing has always been a political exercise. Contending regional projects and visions have been part of a political struggle concerning how Pacific islanders should live their lives. Framing the Islands tells the story of this political struggle and its impact on the regional governance of key issues for the Pacific such as regional development, resource management, security, cultural identity, political agency, climate change and nuclear involvement. It tells this story in the context of a changing world order since the colonial period and of changing politics within the post-colonial states of the Pacific. Framing the Islands argues that Pacific regionalism has been politically significant for Pacific island states and societies. It demonstrates the power associated with the regional arena as a valued site for the negotiation of global ideas and processes around development, security and climate change. It also demonstrates the political significance associated with the role of Pacific regionalism as a diplomatic bloc in global affairs, and as a producer of powerful policy norms attached to funded programs. This study also challenges the expectation that Pacific regionalism largely serves hegemonic powers and that small islands states have little diplomatic agency in these contests. Pacific islanders have successfully promoted their own powerful normative framings of Oceania in the face of the attempted hegemonic impositions from outside the region; seen, for example, in the strong commitment to the ‘Blue Pacific continent’ framing as a guiding ideology for the policy work of the Pacific Islands Forum in the face of pressures to become part of Washington’s Indo-Pacific strategy.

Patterns in Border Security: Regional Comparisons studies the way borderland communities develop, implement, and align border policy to enhance their sense of security. Borders have been evolving rapidly in direct response to the multifaceted challenges brought on by globalization, which has had a nuanced impact on the way borders are governed and border security is managed. Taking a methodical comparative regional approach, this book identifies and contrasts determinants of nascent, ascendant, and mature border security regimes, which the book documents in seven regional case studies from across the globe. The findings identify conditions that give rise to cross-border and trans-governmental coordination, cooperation, or collaboration. Specifically, pluralistic forms of communication and interactions, sometimes far from the actual borderline, emerge as key determinants of friendly and trustful relations among both contiguous and non-contiguous regions. This is a significant innovation in the study of borders, in particular in the way borders mediate security. For six decades international security studies had posited culture as the bedrock of security communities. By contrast, the book identifies conditions, a method, and a model for adequate and effective cross-border relations, but whose outcome is not contingent on culture. The main aim of the book is to analyse how these states are dealing with current and emerging security challenges and how they might better prepare for these challenges. A special focus is on ‘new’ security threats and solutions, such as drones and hybrid warfare. Simultaneously, the book focusses on how small states are responding to emerging ‘old threats’, such as Russian aggression in its neighbouring states and increased activity in the North Atlantic. The book makes an attempt to answer questions like: How are the small states of NATO and its small partner states adjusting to the new geo-political and geo-economic environment? Do small states in NATO manage the tension between alliance commitments differently from small states that are not members of NATO? What are the core strategic interests of the NATO and non-NATO partner small states? The book is about the external dimension of inherent size-related difficulties in states and how small states compensate for their inbuilt structural weaknesses compared with their larger neighbouring states. One third of the member states of NATO are small and most NATO partner states are small states too. Small states frequently have a disproportionate effect on global politics and they are more often affected by global shifts of power, yet they have less resources available to address security challenges. The aim of the book is to enhance the understanding of the role of small states in the changing global international security environment. The book presents the theory of shelter (which is derived from the diverse and extensive literature on small states) and uses it to examine how small states respond to new and old security threats. Shelter theory addresses three interrelated issues of common concerns to small states: the reduction of risk before a possible crisis event, assistance in absorbing shocks in times of crises, and help in recovering after such an event. In short, shelter theory claims that small states need external shelter in order to survive and prosper. They are dependent on the economic, political, and societal shelter provided by larger states, as well as regional and international organizations.
