The political and economic upheaval triggered by the uprisings of 2011, and the rapid emergence of the Islamic State of Iraq and Syria in 2014, have underscored the vulnerability of regional states to an intersection of domestic pressures and external shocks. The initial phase of the uprisings has given way to a series of messy and uncertain transitions that have left societies deeply fractured and ignited violence both within and across states. The bulk of the protests, with the notable exception of Bahrain, occurred outside the Gulf region, but Persian Gulf states were at the forefront of the political, economic, and security response across the Middle East. This volume provides a timely and comparative study of how security in the Persian Gulf has evolved and adapted to the growing uncertainty of the post-2011 regional landscape.

Before 1968 it had been recognised that the Gulf lay in the legitimate sphere of influence of Britain, while the United States exerted its influence in the two pivotal littoral states of Iran and Saudi Arabia. The Soviets had been gaining influence in Iraq ever since the overthrow of the monarchy in 1958 and the Chinese were also fishing for influence by their support of the Popular Front for the Liberation of the Arabian Gulf. This book examines the political axes of the various super-powers with Iran and the Persian Gulf and discusses the implications of these problems for the issue of security in the region.

The war between Iraq and Iran is the first evidence of destabilization but much more could follow especially if the Soviet Union attempted any direct intervention. With their new found bases on the Iraq/Afghanistan border, the Soviets are only a day's drive from Iran's Gulf ports and the Khuzestan oil fields. Sixty per cent of the non-communist world's oil supply is shipped through the Straits of Hormuz and any threat to this flow would jeopardize world peace. The outcome of the political tug-of-war in Tehran is crucial to the future political map of the Persian Gulf. The collapse of the Khomeini regime will eventually come about but the question is who or what will replace it? Since the Iranian revolution the long-standing Washington-Tehran axis has been broken but neither of the superpowers has been able to create a new power base in Iran or Iraq. If committed Soviet supporters do seize power in the region, the prospects for an East-West confrontation over the Gulf's vital energy resources become much more likely. Book excerpt: In recent years the Gulf region has witnessed a number of major regional/international developments, the most prominent of which being the war in Iraq and the crisis surrounding the Iranian nuclear program. These developments have contributed to regional instability and have undermined efforts to achieve a balance of power in the Gulf region. Furthermore, during this period local apprehensions pertaining to the national security of the Gulf Arab countries have emerged. These comprise the demographic imbalance stemming from the vast migrant labor force in the GCC states and concerns regarding the inherent threats of the rapid development being witnessed by the region owing to its increased openness to the global economy. Internal and external threats necessitate concerted efforts to reinforce regional Gulf security via the establishment of a regional security system involving all the countries of the region as well as the cooperation and contribution of other states and international organizations. In formulating their new approach to security, the GCC states must reinforce their ability to deter intervention in their affairs by large regional neighbors and extra-regional actors. The common crises and challenges threatening the security of the Gulf countries should be a catalyst for the formulation of a unified Gulf strategy which necessitates a greater role for the GCC in achieving regional stability and fortifying the national security of its states. This book, which consists of papers presented at the ECSSR’s 12th Annual Conference of 5–7 March 2007, discusses both security threats and opportunities concerning the Gulf countries, with special reference to the foreign military presence in the region and the instability stemming from Iraq and Iran. It also investigates the need to establish a coherent and permanent defense system in the region. Moreover, it addresses internal security challenges facing the Gulf countries which have cross-border repercussions, such as organized crime and the demographic imbalance resulting from the flow of migrant labor to the region. The book also discusses the challenges inherent to the processes of development, international integration and increased openness to the global economy.

In the face of this situation, it comes with no surprise that "the world is now entering a challenging period for energy supply, due to the limited resources and production problems now facing conventional (easily accessible) oil" (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005). Therefore, oil supply security has become a priority in political agendas and given an "extreme dependence on supply from the Middle East holding more than 60 % of the global oil reserves" (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005) this region has become a focus for oil importing countries. Since this region has witnessed a variety of wars, conflicts, terrorist attacks and other disruptions that caused large losses of oil supply (Horsnell, 2000, p. 2) security issues in the Persian Gulf have become a matter of international interest in order to secure the oil supply from this region. In the following this paper will analyze major security issues in the Persian Gulf Area; such are inter-state conflict, the unsolved Israel-Palestine question, terrorism, as well as the problem of under-investment and domestic instabilities in some of the most important countries within the region. Furthermore, this paper will outline possible impacts of these security issues on the economic security in the rest of the world.

Mehran Kamrava identifies the four dynamics as: the neglect of human dimensions of security, the inherent instability involved in reliance on the United States and the exclusion of Iraq and Iran, the international and security policies pursued by inside and outside actors, and a suite of overlapping security dilemmas. These four factors combine and interact to generate long-term volatility and ongoing tensions within the Persian Gulf. Through insights from Kamrava’s interviews with Gulf elites into policy decisions, the consequences of security dilemmas, the priorities of local players, and the neglect of identity and religion, Troubled Waters examines the root causes of conflicts and crises that are currently unfolding in the region.
